The one to the right rides a horse. They appear to be sitting on full sacks (compare with Panel 21 and 26). One man holds an object, which may be an empty sack, a whip or a flywhisk. This and Panel 26 taken together form a caravan. See Genesis 45: 15-24.; The Joseph Window
