Head Quarters Pittsburgh April 13th 1779

Sir
The party under your Command is to be furnished with
flour to serve these three weeks, besides what you have
already drawn, and you will call on the Quarter Master
for canoes to transport it to Fort Crawford, where you
are to Command. I am informed the Indians have done
some damage to that Fort & you will repair it as soon as
possible. You can be supplied with salt meat from
Fort Hand and you must devise the best method to
transport it to your post.
Your Duty will be to cover the Country by
keeping up daily Scouts on the water of the Alle
-gheny. Pucketed &  Kiskamanetes & to Fort Hand;
and

and frequently to examine the Banks of them(?) Waters in order to
discover tracks. You will please to let me hear from you
frequently by a runner & never fail to give me the earliest
Notice of the approach of the Enemy toward the settlements
Should you discover the Enemy or their Tracks, you will
leave no more (?) more Men in the Fort than are absolutely 
necessary to defend it & pursue & attack them with the
remainder, provided their number does not exceed your
own, which may be determined by appearance. Upon the
whole I wish you to be diligent & afford all the protection
in your Power to our bleeding Countrymen.

Dear Sir
I have receive’d your letter of the 9th instant, and
am sorry to find that so much of the Salt Meat is like to be
lost, for want of care in Salting it - however you are better
of[f] than the Troops at Fort Pitt, where I am sure there is neither
Fresh nor Salt meat to serve more than Nine days, you will do
well in supplying Mr. Peterson with a part of your Provisions.
I always understood that orders were to by obeyed, but 
you seem to think differently. Perhaps a repetition of my former
orders may meet with the same Contempt, and I must there-
-fore request you to read those you have and if you (illegible; consider)
them worthy your attention you will do as you are directed,

Dear Sir,        

Head Quarters, Pittsburgh 14th April 1779
I have receive’d your’s by Express, I understood that
the Garrison at Fort McIntosh draw no more than a pound
of flour & a pound Beef & three Quarters of Pork for a Ration - 
but am informed they draw the Usual Allowance, of one pound
& a Quarter of each. This, the present state of our magazine
will not admit of - and you are immediately to reduce the
Ration of meat to one pound Beef, or three Quarters Pork, to
prevent a Shorter Allowance. We have not more than three
days Provisions at this place.
Mr. Vanleir writes for Waggons & Stores, you have
now no use for. I apprehend a cart is now sufficient for that
Garrison, therefore you’ll please to send up what he may
write

write for. The Troops & Stores at the old Block House
must be brought over to the Fort & Block House on your side
immediately, I think a Sergt. Corp. & nine rank & file will
be quite sufficient at the new Block House & you will retain
only three Sergts. three Corps. and forty five Rank & file at the
Fort, all the rest the active Men, which are to include the light
Infantry, besides the sick, must be sent to this place, with the Boats
now at your Post, send up three or four hundred W. of the best
powder, or more if it can be transported & some good Arms, under
the care of Mr. Ward, who has permission to assist his Mother in
her illness, but shall return to you immediately, both the Men
that come by land & Water must proceed with Caution, & those
who come by land, should be furnished with Tools to mend the
Road. You’l soon see some of them again - with

with the number of Men Assigned you, you will be able to mount
a Centinel at each Bastion & one at the Magazine, I hope you
will have no Prisoners, if you have inflict immediate (illegible;
punishment)
unless for capital crimes, & then upon notice given we will
send for them, I would leave you more Men, but the Indians
are driving the Inhabitants of Westmoreland, & as they have been
already great sufferers, I mean to give them every possible
support & check those Mingoe Rascals.
Please to present my respectful Compliments to the Genl.
with you & in a particular manner to M. Johnston, tell hum
I thank him for his friendly letter, & will answer it as soon
as I can possibly have a little leisure, but in the mean time
request hum to send me some hard & soft soap, of which there
is non to be had in this place. I shall be glad to hear 
from

from you, by every opportunity, you may retain two Men
for Caprisses, besides the number already mentioned.
Please to send me 5 or 6 Bushels Sound Indian Corn, push
the Armourers, hop the old shop is remove’d, you may keep
More men for the Artillery, but (illegible)ennison must come up
send my Swan shot moulds, if you have any cattle fit
for slaughter, recommend it to Mr. Johnston to have them
slaughtered, to save the Salt Provision, Please to send the
enclosed letters to Ft. Harden at the Cove & he can forward
Lt. Petersons to Fort Henry.

Sir,           
Head Quarters, Pittsburgh 14th April 1779
I am sorry to hear you are so badly put to your shifts
for meat, but hope before this comes to hand, you will have
received a supply from Ft. Harden. Had we pork here, though
of a bad Quality, fancy we should try to swallow it in
the course of a week, for I think there remains not three
days meat either fresh or salt, for the subsistence of the
Troops. I hope the Garrison under your command encou
-rages the Inhabitants to make a stant, the Indians seem
to have their Quarters in Westmoreland, but they lost one
of their scalps yesterday. If i am not greatly deceived, the
Western Indians will soon be quiet if not out Allies
the Wyindotts have sent me a very friendly speech, & are
said to be very much in our interest, since they received

my speech, & the Articles of Confederation between France &
these States, which I sent them some time ago, I wish you
success, & am your most humble servant.

Sir                
His Excellency the Commander in Chief in a letter I
received from him some time ago informs me that he has
ordered three companies under your command at
Fredericksburg to be completed & that you are to march
them to this Department as soon as they are relieved by

the Militia, and as the Savages are daily committing Murders
on our Inhabitants I hope this will meet you on your
March. The Quarter Master informs me there mare near three
hundred Horses in the Neighborhood of Martinsburg Berkeley Coty
entirely Idle for want of Drivers & that is is not in his power 
to engage them for his department, which I am persuaded
is true & believe it to be owing to a constant emigration to
the falls of Ohio & (illegible), & as there is at present a scarce
city of Provisions here for the Troops & they cannot otherwise
be supplied in time, I must request you will order a number
of the proper  Men of your Corps to Drive those Horses
loaded with flour & Bacon to this place under the de
rection of proper Persons, that will prevent injury to the

the Horses and escort them with the Troops safely to this
Garrison. I am informed the Horses are under the di
rection of Col. Mitchel to whom please to apply & he (illegible)
send such Men or he may have employed to drive the Horses
that no more of your Men may be employed in that un-
military (illegible) than cannot be avoided

Head Quarters, Pittsburgh April 16th 1779

Dear Sir,            
I have this moment received your letter of the 14th instant
Having received intelligence that a Man & his Wife tenants id
Wlm (illegible) are murdered near or at his farm, I begin
to conceive that the Indians have some (illegible; linching) place near
the settlement of (illegible) & have therefore ordered Cap. Springer
with 25 Men of the best of this Garrison to proceed that way & if
possible to attack the caitiffs, he will be advised by you ot
some other of your principle officers who have have a competent
knowledge of the situation of that country & the most probable
lurking places of there (illegible) Villain. At the same time I
would recommend to you is possible to send a party of Militia
to scout different routs, from those taken by the Regulars
and that such as you may send (illegible) Chiefly (illegible)(illegible)

instead Mocksins to prevent errors in tracking, but the
(illegible)(illegible) silence
must be observed by the scouting parties that may be employed
& they must march with a Man or two in front and rear as much on
their flanks to the distance of fifty or sixty yards to prevent surprise
and give them the advantage of forming in good order should
either the front or flank Guards discover the Enemy before they are
discovered they must not flee, but secret themselves, keeping a
watch on the Enemy until the commanding officer is acquainted
of their situation number & probable plan of retreat by a runner
when the attack should be made with the greatest vivacity.
I shall send a strong party to Legonier in a few days, which
will of course cover the frontiers by this line of march &
perhaps surprize some of the Enemy at the (illegible) houses near
the road. You see I am taking every step in my power

to afford you ample protection & I shall be able to do it more
effectually in the course of a few weeks, in the mean time
encourage the Inhabitants to make a stand, & assure them
they will soon be effectually covered by more Troops.
Provisions are (illegible; vastly) scarce here, sincerely request the Inha
bitants will exert themselves to afford some for their com
mand or if you can borrow some for their consumption
it may be returned as soon as a supply arrices.

Head Quarters, Pittsburgh April 18th, 1779

Sir,                    
I have received your letter of the 16th Instant & have directed
& have directed the Tools you sent for to be delivered on your order
but you are to return a receipt for them to the Quarter Mas.
I am not little surprised to hear that although you had
my order to leave the Artificers you should take the liberty to
march to Fort Crawford. I shall pass this omission over with
only a caution to you not to act in the same manner again
for you may assure yourself that I shall not suffer my
orders whether written or Verbal to be triffled with, had you
discovered that Artificers were necessary for repairing the Fort upon
a  proper representation to me, you might probably have been
indulged with them, (illegible) I am to judge where they can

be most advantageously employed.
I apprehend you have several Men that may under
your direction repair the sentry Bones, & if you have you
must immediately return the Artificer with the Horses now
sent you, but at any rate they can remain no longer with
you than what will serve to your other Men into a
way of repairing the Fort.
You will please to write me what scouts
your Men take & which way they take their different routes.

Dear Sir,                    
On the 23rd of this instant as I am informed by Captn
Ohara, Com. Hosp. (illegible; Stores), a Brigade of waggons having his
Stores in them will arrive at Ligonier and as other Troops
cannot conveniently be collected to escort them you are
to call on Captn Sark(?) for fifteen of the Men under is
Command immediately so that he may collect from the
Garrison where they can be best (illegible) & (illegible) them on
the morning of the 24th to join those under your Command
& you are immediately to proceed to Legonier with forty
Men to (illegible) the hospital Stores to their post.
I dont know how you are to be provided with
Meat, we have none here & you must make the best
shift you can. I have the Honor to be your

Head Quarters Pittbuegh April 19th, 1779

Dear Sir,        
You are doubtless well acquainted with the
Rate of the provisions left at Fort Laurens. General
McIntosh has not been pleased to acquaint me with the
supplies left at that Garrison but by what I learn by some
who (illegible; seen) them at the time the Gen. left it, that Garrison
will be in need of a supply by the twenty seventh of next
Month. And as your frontier is now covered in a
great measure by the Troops I have order for your protection
& will probably be better supported by that time you can
the better spare some of your Men but should you find that
the frontiers of your County are not so well secured by the
twentieth of next May (illegible) I expect you can nevertheless
spare a number of Horses from Westmoreland and you
are directed without fail to order seventy five Horses

proper direction on the day last mentioned.

Sir
 With the party ordered to (illegible) you are immediately
to proceed down the River and on your arrival at that post
you will take the Command of the Garrison and prepare to
bring it off with the Stores of every kind and the livestock
belonging to the States. I need not say how necessary it
will be for you to keep a very strict look out for the

the Enemy, your own Observations in coming up from (illegible; thence)
will be sufficient excitement for you, but no time is to be
lost, the Garrison there being too weak to support itself and
the difficulty great to subist it. Therefore you will
use the utmost expedition to return to Headquarters,
as you are now acquainted with the nature of the Country
down the River it must be left to you own discretion
to dispose of your Men by land and water to the best
advantage for affording mutual support in case of an
attack from the Enemy. The Provision sent for
Lieuts. Harding and Petersons Garrisons you will deliver
and take their Respective receipts for and be sure to
take a sufficient supply of flour for your own Comd.

Headquarters Pittsburgh April 23rd 1779

Sir The bearer(?) Capt. Dawson informs me you are well
supplyed from the mill in your neighborhood with Flour
and therefore I have not sent you any, but have sent
a small quantity to Wheeling, on receipt of these orders
you are to to give immediate notice to the Lieut. of the
county you are posted in to come and receive any stores
belonging to the State of Virginia (if any there be) or appoint
some persons for that purpose from whom you will take
a receipt for the stores delivered him, - and with your
Garrison and Continental stores you are to gain
other Troops at Fort McIntosh by the eighteenth day of
next month perhaps the Lieut. of the country may choose
to station some of the Militia at your post but
apprehend it will be best to keep them ranging
however this is left to him. - Mr. Peterson will
receive Similar orders and you had best consult
together and form a Junction of your Garrisons

Sir  
The bearer (?) Capt. Dawson will deliver you Flout enough
to serve your Garrison twenty days, from what I learn you
may get some from Me. Hardin's post if so you must be
compleatly Subsisted but at any rate I expect that
what I have now sent you will be Sufficient until
you arrive at Fort McIntosh any stores in your
possession belonging to the State of Virginia you will 
deliver into the care of Col. Shepperd or some person
authorized by him to receive them and with the Contin-
-ental Stores in your Possession you are to be at
Fort McIntosh on the eighteenth day of next month
but you are to give the earliest of your Movement to
the Lieut. of the County you are in if he thinks proper
(which I suppose to be Col. Shepperd) Mr. Hardin will
receive orders to the same purpose and you had best
understand each other as to a Function(?) of the Troops
under your respective Commands.        I have the honor

In my Instructions of the 19th Inst. I requested
you to have a certain number of Horses at Fort McIntosh
on the twentieth day of May next but I am alarmed
by the returns I lately rec’d. from (illegible) Fort Laurens
and find that the State of the Provisions there is by
no means so ample as I first was informed it
was and therefore I must request you will without
fail have those Horses ordered to that place By the Seventeenth
day of next Month - as the fate of that Garrison depends
on a Supply at that time, should you not be able
to furnish the number of Horses you Conceived you could
please to give me the earliest notice of it. I shall 
be Glad to be informed of every Intelligence you
may receive and am very respectfully

Headquarters Pittsburgh April 25th 1779

Dear Sir
As I am not so well acquainted with the number or
distribution of the Volunteer Companies (as they are called) and
could wish to be, nor the situation of the Country they are to
protect, I wish to have a little conversation with you relative
to it and therefore must request you to repair to Head Quarters
as soon as convenient with a return of the officers & Men.
Captain Monhead must have a competent knowledge
of the face of the Country & the course of the waters and the
bearings & avenues from one post to another. I shall be
oblidged to you for informing him that it will give me
pleasure to have his Company at the same time you attend
& perhaps you may make it (illegible; sent) to come together.

notwithstanding the number of Garrisons on your
frontiers I have daily applications for more Troops. if these
Garrisons do not answer the desired effect perhaps it may be
(illegible) to withdraw them and (illegible) them to range nearer
the line of Inhabitants. I shall order a few more
Rangers on the Route left by Capt. Springer and in the
mean time if you can make it Convenient to come to
Head Quarters, [I] shall be glad to Consult you further
relative your Security untill the militia arrive and a
post is established at Kittanning. I am with great

Headquarters Pittsburgh April 27th 1779

Sir
A party to Consist of one Subaltern two Serjeants and twenty
five Rank and file are to be (illegible; peraded) and equipt for your
Command
with this party you are Immediately to proceed to (illegible)
run in Westmoreland county to protect the Settlements, your
Party is not to be Stationed, but to range daily on such
routs as you shall find to be of greatest Security to the
Inhabitants, I would recommend to you to consult with
some of the Principal Militia officers on the most eligible
routes for Coming up with the Enemy. In ranging you
will march with a Man or too, the best Hunters on front
and rear and on the flanks of your party, one of whom
on discovery of the Enemy must give you notice which the
other remains to observe their motions so that you may make
the best disposition for an attack. I know not how
you will be Subsisted with Meat, but the (illegible)
Com. (illegible; here) may inform you - dont suffer your men
to (illegible) on the march nor at any other time, much
must be left to your own discretion but I would 
wish

wish a good understanding to prevail between you and the
militia Scouts that may be employed, let me hear from

you Returns are far Short of what
I was informed of, you will hear from me soon again
perhaps you may see me, (illegible; stretch) to the 25th of next
month, and hold every thing in readiness. I shall soon
strike a Blow that will convince Villains of their
Errors. The woods will soon Swarm with Men, and
I have every thing on the way for marking my route
with the Slaughter of Villains, Mingoes die first
and then our Enemy at Detroit and Niagara.

Rascals that may be found in Arms against us

Conoes and bring off your Stores to Muskingham

but it may be safer to Collect the Troops and
come for you, but this will be attended with
much expense, let me know by a Runner what
you think of the Matter and keep everything relating
to is a profound Secret

Head Quarters Pittsburgh April 28th 1779

Dear Sir
I have this Moment received your Letter of the
26th Instant
It appears a little odd that people should be
missing and no body sent out after the. But I suspect
that some rascals were out on youFrontiers to disrupt you
and therefore I sent a party of twenty five Men yesterday
under the Command of Lieut. Neilly to range on your
Frontier and I shall send another party toward Fort
Hand tomorrow to endeavour to intercept the Enemy.
My Express informs me that two young men of
the mane of Neal were killed near to him on Long Run
this Day and that Major Harrison & a number of others
who came with their Families in a Fort immediately fled
& evacuated the Fort. It is astonishing to me that a

whole Country or Settlement can think of flying before a
few Copperheads. How do such Men hope for Protection?
Do they imagine that it is possible with double the Number
of Troops now in this department to protect them unless
themselves will make a virtuous struggle? And can
they imagine that it is possible with even so great a number
we can prevent the Indians sometimes taking a Scalp?
I sincerely wish to afford you Settlement every possi
ble protection But it is discouraging indeed to hear of the
Inhabitants flying upon every alarm, as if they were deter
mined never to defend themselves not keep the least look
out against the Enemy. Cannot yout people be so una
nmous as to assemble together in Forts and work their
Fields in bodies keeping a sharp lookout by Centinals
properly disposed? For shame I offer them not to flee they
assure of ample protection & a sudden retaliation on the
Enemy

Enemy. Therefore let every fifth man only be employ
ed to Scout for your protection a few weeks & their fears
will vanish. I will pledge my sacred Honor that
the Enemy shall soon receive a Scourge. You know
the resources for that Purpose are on the way, therefore
encourage our Countrymen to acquit themselves like Men.
Please to write me fully by the Express &  if possible
come & spend two or three Days with me. My 
mind at present is greatly agitated I feel for the
district Inhabitants but I hate presipitate flights
because they discourage (illegible). & encourage our Enemies
with great regard & Esteem I am your most obedt.

Head Quarters Pittsburgh April 30th 1779

Dear Sir
I have received yours of Yesterday and am very
(illegible) of Mr. Marshalls loss.
I hope you have by this time come up with
some of the Villains. A number of Volunteers set out this day
from hence to toward the Inhabitants Mr. Crawfors is marched to
Fort Hand with a party of forty Men to endeavour to interrupt
the Indians on their return & from thence he will proceed to (illegible)
run, perhaps to Legioner. I think some of the parties will
tickle some of the Black Rascals.
I shall sent out another party as soon as it can
be Collected to protecct the Frontiers in the mean time use every
possible method to encourage the Inhabitants to make a
Stand. Col. Lochery has plenty of Ammunition and I have

Arms, should he have none to Equip the Inhabitants with.
I shall write to Col. Lochery to furnish the
Inhabitants with Arms & Ammunition and am

Dear Sir            
Yesterday I received letter and am distressed for
the Calamities of the Inhabitants. A number of Volunteers
from this Town set out this Morning to Cover your (illegible; settlements)
I am just informed that two of my Men at Fort (illegible)

were killed & another taken Prisoner notwithstanding the
Quantity of Ammunition furnished the Inhabitants about
(illegible; Waltown), Complain that they have not recived any & that
they are in want of Arms to defend themselves. If you have
not arms, you can have some of the States Arms which I
sent to Fort McIntosh for untill you can be furnished
by the State.
Capt Moorhead is in want of some flour
& Ammunition and all my Men are out I must request

I am much surprised at the imprudence of my men 
after so much precaution I hope you have that cursed 
stone fastened or the wall otherwise secured

Your letter of the 6th April did not come to hand until
the 24th. Since which time I have been too much engaged to answer
it and indeed I was in Constant expectation to have rec’d another
letter from you giving a Particular account of the Mischief
done by the Indians on the frontiers of your County of which I
have heard very little that may be depended on.
General McIntosh indeed kaud your letters
before me whilst he Continued the Command, he informed
me that he had ordered a Compy to be raised for the
Protection of the frontiers of Monongahela and this (illegible) and
I answered that as he still retained the Command I did
not nor could not interfere but desired he would
order more to be raised if he thought proper to which he
replyed that he had ordered one Compy for the defense of
the frontier and that it was thought Sufficient by the
Lieuts. of the (illegible; Counties) at that time.
You know very well that I must be an entire
Stranger as to the extent of your frontiers and the probable

it worth your pains to wait upon me, perhaps you conceive
that the resolves made by you and the field Officers of your

in Contempt of my order, but I could wish you to assure
yourself and those of your Council that I am possessed of
ample Powers for directing the Military Operations of this

in and about Ligonier have made a virtuous resistance
against the Savages and that they are at last reduced
to great distress for want of the necessances of life

the great encouragement of the Enemy and discouragement
of out other Inhabitants therefore as well to enable
those who have so virtuous a struggle to persist as

supply of fifteen hundred weight of flour for

the Contents have much alarmed me, What Mr. Robison
Could mean by returning two thousand weight of Bacon
at Beach Bottom, besides that Sent to Fort Henry when
there was none there is Amasing, I always thought
Robison a good Man, & I am Still inclined to think
there may be some mistake about it. – But had not
about two thousand weight of meat just Come in
We should have been in an unhappy Situation, the
Troops will fall down the River this Evening, but
as they have to take in some Provision at Fort
McIntosh, they will hardly reach you before to-

A Considerable party of men will immediately
be collected at the Mouth of Cross Creek of which you
are to take the Command and Proceed to the old
Mingoe Town across the Ohio River. – you will
take with you a Quantity of Provision from
this place of which the Issuing Commissary
will deliver you an Invoice or return another
quantity is to be loaded at Fort McIntosh
take with you at least two hundred flints
and Catridges to equip your men to thirty
rounds each Vizt. Such as carry Musquets,

Coleman is by no means proper for Ranging in the
Frontiers and you have requested that your Company

might be employed in that Service, I have therefore or-
dered your Company to be relieved at the different Stations
which it is now posted. As soon as they are a Can be Collected
to one place of Rendesvous which you are to appoint, you
will immediately proceed to range along the frontier Settle-
mnt of Westmoreland County, for the protection of its In
habitants, the routs must be left to your own discretion. I
would recommend to you to Consult some of the principle
Militia Officers on the most Eligible routes for coming up
with the Enemy. The protection you can afford to the Inha
-bitants must be as equal as possible & the Inhabitants should
have notice which days in the week they will have your
immediate protection that in such days as you do not cover
them they may be the more on their Guard – in ranging
you will march with two Men the most active & best hun
-ters in front & rear & on the flanks of your party, on of
whom on discovering of the Enemy must give you notice

The Troops in this Dept. are badly supplied
which (I suppose) is owing to the want of prudent
Management last Fall, when a Sufficient
Quantity of Salt Provisions  might have been
laid in, and although you have already
furnished a Considerable Quantity from
your Department, I fear it will be
inadequate to our wants; not because we
are now quite destitute of fresh Meat
and in doubt of out ample Supply, but
because within the Garrisons at advanced
Path can depend on fresh Provisions for
their Subsistence nor the Pack Horse Men
(who are obliged to travail through great tracks

of uninhabited Country or exhausted Settlements)
if therefore the demands of the armies on the Other
Side the Allegany are not too urgent, I wish you
to Send up to Skipton twenty or thirty Thousand
pounds of Salt Bacon Porke or Beef packed
in kegs and not too heavy for Pack Horses to
bring forward, Colo. Davis is requested to send
the Provisions to Skipton in waggons as
I hear he has no Pack Horses but what are
ordered on other Service. The Cart Supplys he
sent on to Bedford remain therefore want
of forage, and I can do nothing material
for want of them. Please to write me
by the return of this express how soon I
may expect this Supply will be forwarded

Sir His excellency the comd. in chief having received infor

the lives of the Delaware chiefs who are on a friendly
Visit to congress with a view to bring on a Gen. War with
the Indians, and thereby add greatly to the distress
of our Country, has commanded me to provide a
sufficient Escort for their safe return. I have there

Sir The Escort now Equipping too Fort Laurens is to be
under your command and directions with it you are proceed
immediately to Fort McIntosh and from thence to Fort
Laurens, along the old (illegible) path, taking with you
all the Salt and fresh provision order’d for the Garrison
which is to remain there. You will march with caution &
all possible expedition keeping out advanced & rear
Guards and Flankers and at night proper piquett
Guards. Your advanced guards should dispatch spies
frequently to reconnoitre high ground near the path
and your Escort had better (illegible) such ground,
are examin’d when you arrive at Fort Laurens you
will order the Garrison there to be reliev’d by seventy
five rank and file from the Maryland corps and the

are to be Issued to the Troops marching out or return
ing. You will Send off the returning Troops immedi
-ately after you take the command and transmit to
one return (illegible; crossed out) of the Stores and provisions at your

McIntosh under the command of Majr. Version. You
will enquire what Instructions Majr. Version had
during his command and what Methods were (illegible)
pursued for the defence of that post I need not 
point out to you the Necessity of Strict discipline
and Vigilance in the officers. The Enemy may try
to deceive you by showing you a few men whilst they are
concealed in force; but you will guard against (illegible; crossed out)
Surprizes of all kind. The Indians who act a friendly

some Indulgences and I hope out Interest with them

Dear Sir
I have this moment (6 o clock p.m.) received your
Letter and am astonished at the disappointment you mention
How could the officer commanding the light Infantry go
forward without the Horses he was to escort, this conduct
is unaccountable, especially as Mr Vanlear informs me the
Horses were ready at Mr (illegible) place, and Capt. Harrison
had promised to give the master or drivers notice on the oposite
of the River of his Arrival, because they could not venture
to cross the Ohio untill the Escort arrived, this matter cannot
now be properly enquired into because circumstances will
not admit of an investigation but it must be done in conve-
nient time
I have ordered Mr. Vanlear to send on the Horses

the safe side of the River immediately, if they are not gone before
be can see the pack Horse Master, and at the same time to
write you the cause of their being left behind. Such abominable
Management was never heard of before, did Capt. Harrison not receive
your orders to Escort the Horses down to Beaver Creek? Or sis
Mr. Vanlear promise they should cross the Ohio without an escort
being ready to receive them? Those are subjects of enquiry. I wish
you may get to Fort Laurens before the Troops perish for

if possible convenient to Spring water and not to be exposed to
the Enemies Musquetry from commanding adjacent heights.
You will keep out sufficient Guards to prevent a surprize
whilst the fort is erecting with expedition also Scouts at a small
distance from your camp untill the work is in a situation for the
Defence of your Garrison and Stores and then you are to keep
out large Scouts at least forty Rank and file under Officers
from your Garrison by the Heads of Moghulbocketum Creek

to the Franks town path where the officers must be instructed
to form small ambusades to intercept small parties and give intelligence
of the approaches of large bodies of the Enemy whilst the whole Scout
prepares to receive them These Scouts must be relieved in three or four
Days, and the relieving scouts should (if practicable) march by new routes
to the Franks town path, and they should at least once in six Days
march my Mahoning, or the Salt lick, on the aforesaid Creek, near the
mouth of it; least the Enemy should Assemble at their old randevouz
thereabouts. It will be necessary for you to keep two or three bark
Canoes or other small ones ready to give me notice of an Aproaching
Enemy. At Fort Crawford you will find Lieut. Carnahan of late
Capt Moreheads Company with the Provisions & Stores from Fort
Hand he with his men are under your command to proceed on the
march to Kittanning. Lieut. Carnahan will bring with him a
quantity of dryed Beed part of which you will send to Head Quarters
by the returning Craft. You are not to suffer Indians
except such as are in out service to come to your Garrison

treat, you will direct them to cross the River above your post and
proceed to this place, where the Interpreters live.

cross the River from that point & proceed up the
River on the Indian side in search of those
violators of the laws of the land & of nations

As money is not yet sent to this Department to
pay for the provisions necessary to subsist the Troops &
they have already suffered; and as out endeavours to obtain
a temporary supply from the Inhabitants upon the credit
of the United States have not proved effectual I am
instructed by the honble Board of War prudently to
avail myself of a licence given by the honble Executive
Council of the state of Pena in the words following
viz. “In the meantime we can have no objection to the
using of necessary Compulsion rather than the
Troops should suffer” – I sincerely lament the
necessity of this mode of supplying the Troops under
my Command, & wish it could be avoided, but I

put that Fort in the best post there of defence & give all
possible Circumstance & protection to the Inhabitants
Captn Mitchel will supply you with provisions
upon your application & you are to be particularly
careful that no waste be made of Publick Stores

Sir,
Information having been given me, that a considerable
quantity of Salt meat (amongst which is some which has
been stolen from the public) is laid in at the houses
of Jacob Jude Jnl Green 	Purdy &	Scott
& the troops in this Garrison being destitute of that
which you are immediately to proceed to the places
of the said offenders & if possible apprehend the said
Green & seize all the aforesaid stores of meat except
what may be necessary for the subsistance of the
Families of those offenders & the same bring to this
Garrison to be disposed of as you shall receive further
orders. You will take care that no disorders are

Head Quarters Fort Pitt Feby 20th 1781

It having been represented to me by Colo Valandingham
Colo Cannon & Capt Swearingin that the Inhabitants
of Youghageny County are under great and Immediate
apprehension of Danger from the Savages, and that they
are now about to forsake the Frontier habitation, and
retire for Safety into places more interior. Wherefore
to encourage the sou’d Inhabitants to make a Stand,
I do hereby recommend it to the good People of that
County to endeavour to effect by (illegible)  or
otherwise of a quantity of Salt or other meat Sufficient
for the subsitance of four Officers and Fifty
four men for the space of two Months from the

time of Rendevouz which provision shall be
paid for out of the public funds and likewise a
suitable quantity of flour or Meat to be delivered
upon public (illegible) to a Commissary to be
appointed to receive the provisions aforesaid.
And I do agree that such Officers & men may be
paid out of the Military Chest of this Department
as soon as Money may be furnished at the
same rate of pay as continental Troops being
subject to my Orders & when a Sufficient
quantity is reported to be collected the
Gentlemen aforesaid for subsisting such Company

Head Quarters Fort Pitt May 6th 1781

Sir,
Having obtained leave from His Excelly the Commander
in Chief to proceed to Philada & represent the affairs
of this Department I intend to set out immediately
& you will remain in Command until it is determined
that you are otherwise ordered by proper authority Should
this happen before my return the Command will
then devolve on Lt. Colo. Bayard.
You are to enforce such orders as have been issued
by me for the Garris Government of the Garrisons, Posts,
& Detachments in this Department, also all General
Regulations & military Acts of the Honble Continental
Congress & his Excelly the Commander in Chief.

The Friendly Indians are to be subsisted at the
lowest expence to the Public & protected until the
pleasure of Congress respecting them is signified
A small party must be kept out to watch the
motions of the Enemy at & near Niagara, & large
parties sent out as often as Circumstances will admit
to act against the Western Indians, of whose Success
as well as other material Occurrences you will be
pleased to give me the earliest intelligence
As the Quarter Master is now furnished with a
small sum of money you will endeavour to have
the magazine furnished without loss of time & put
the posts in the best order for defence
