Abstract
The K. Leroy Irvis Papers document the life of one of Pennsylvania's prominent politicians. Irvis, a Democrat, represented Pittsburgh in the Pennsylvania House of Representatives from 1958-1988. Among his achievements, Irvis was elected Speaker of the House in 1977, the first African-American to hold that position in any state legislature in the United States since Reconstruction. The collection contains a wide variety of material, including correspondence, legislative material, interviews, photographs, publications, and campaign literature.

Biography

Kirkland Leroy Irvis was born in Saugerties, N.Y., December 27, 1919, son of Francis H. and Harriet Ten Broeck (Cantine) Irvis. His education includes an A.B. summa cum laude in 1938 and an M.A. in 1939 from N.Y. State Teacher's College (now SUNY) in Albany. Irvis received an LL.B. in 1954 and a J.D. in 1969 from University of Pittsburgh Law School. Irvis received the title of Doctor of Laws from both Lincoln University and The State University of New York at Albany. He also received the Owens Fellowship in Law, The Order of the Coif, and was inducted into Phi Beta Kappa.

Prior to his successful political career, Irvis worked as a teacher, Pittsburgh steel worker, editor, civil rights worker, news commentator, law clerk, assistant district attorney, civilian attaché to the War Department, and author. Irvis was a member of the Urban League of Pittsburgh, a life member of NAACP, served on the Board of Trustees of the University of Pittsburgh, and served on the Advisory Board of the University of Pittsburgh Medical School.

After his 1957 appointment as Assistant District Attorney in Pittsburgh, Irvis began his state political career. In 1958, he was elected to the Pennsylvania House of Representatives from Pittsburgh's Hill District. During this same year, his first wife, Katharyne Jones, passed away. Irvis became the Democratic Caucus Chairman in his third term in Congress, and he continued to rise through the ranks of leadership as Majority Caucus Chairman, Minority Whip, and Majority Leader. Along the way, he married Cathryn L. Edwards in 1973. In May 1977 the House unanimously elected him Speaker - the only African-American to hold the position in the United States at that time. In January 1979 the Democratic Caucus elected Irvis to serve as the Democratic Leader for the 1979-1980 session. He was re-elected to the same post for the 1981-82 session. He served again as speaker from 1983 until his retirement in 1988.

Irvis was a delegate to the 1967-1968 Pennsylvania Constitutional Convention and a delegate to the Democratic National Conventions in 1968, 1972, 1976, 1980, and 1984. During the 1980 Democratic National Convention, he served as Vice Chairman of the Pennsylvania Delegation and as Convention Co-Chairman. In 1982 Irvis was elected to serve as a member of the Democratic National Committee.

Irvis sponsored thousands of pieces of legislation addressing his concerns for education, civil rights, health, consumer protection, prison reform, housing, and governmental reform. His most noted achievements include the sponsorship and passage of legislation creating the Pennsylvania Human Relations Commission, Pennsylvania Higher Education Equal Opportunity Program, Pennsylvania Higher Education Assistance Agency, Minority Business Development Authority, House Ethics Committee, Lobbyist Registration Act, Legislative Audit Advisory Commission, House Bipartisan Management Committee, and the Pennsylvania Council on the Arts. Irvis is also credited with suggesting the creation of the Community College System in the Commonwealth. Other noteworthy education legislation Irvis sponsored included the 1966 bill that made the University of Pittsburgh, Penn State, Lincoln, and Temple state-related universities.

Among the organizations to have formally honored Irvis are the NAACP, University of Pennsylvania, Lincoln University of Pennsylvania, and Dominion Resources. The University of Pittsburgh has a K. Leroy Irvis Reading Room in Hillman Library. In 2003, the South Office Building within the Pennsylvania Capitol Complex was renamed the Speaker K. Leroy Irvis Office Building. Pennsylvania Democratic Party Chairman T. J. Rooney described Rep. Irvis as, "one of greatest legislative giants that the Commonwealth of Pennsylvania has ever seen ... [and] one of the most admired and respected Pennsylvanians we'll ever know."

Away from politics, Irvis was an accomplished artist and author. In the same year he retired (1988), Irvis wrote a book of poems called, This Land of Fire, published by Temple University. His wood sculptures have been displayed in exhibits throughout the country. Irvis died at age 86 of cancer.

Scope and Content Notes

The K. Leroy Irvis Papers document the life of one of Pennsylvania's most prominent politicians. The collection contains a wide variety of material including correspondence, legislative material, interviews, campaign literature, publications, photographs, awards, audiovisual media, and newspaper clippings. The collection documents Irvis's early career and education, his campaigns and his career as a Representative in the Pennsylvania State House of Representatives, his time as Speaker of the Pennsylvania State House, his legislative priorities and accomplishments, his personal life and hobbies, and the accolades and honors he earned during his career as a public servant. Areas of concentration in the collection include: the Pennsylvania Legislature, higher education, prison reform, housing, Pennsylvania history, senior citizens, National Democratic Conventions, Pennsylvania African-American culture and history, mental health, civil rights, and Irvis' relationship with his family and constituents.

Note: Folders 61, 62, 67, 77, 104, 105, 106, 151, and 152 from the 1974 Addition and folder 26 from the 1995 Addition have been removed from this collection.

The collection, a gift from K. Leroy Irvis, consists of an original deposit in 1971.

Processing Information

This collection was processed by Archives Service Center staff in 1971, 1974, 1975, 1979, 1980, 1995, 2010, and 2017. Two graduate students, Shelley Byron and Ashley Taylor, were instrumental in processing the 2010 addition. As noted above, the collection was processed on seven different occasions because it was donated to the Archives Service Center in several additions during the span of K. Leroy Irvis' political career. Since Irvis was such an important political figure in Pennsylvania, the ASC deemed it necessary and important to make the collection available to the public as each addition was donated. The collection was thematically organized in 2017 to connect similar material from each addition.

This series contains biographical information written by or about Irvis, including correspondence with biographers and a sketch of his family background. In addition, there are awards and a career profile, as well as information on Irvis's leisure activities with model airplanes and wood carving.

Series  III. Legal Career, 1955-1996 

Scope and Content Notes

This series contains information about Irvis's legal career. Irvis was awarded a degree in law from the University of Pittsburgh School of Law in 1954. He was employed by the legal firm, Rose Schmidt and Dixon, where he oversaw a number of legal cases and eventually became Pittsburgh's Assistant District Attorney in 1957. This series includes records evidencing Irvis’ law degree including his membership to the Allegheny County Bar Association, the American Bar Association, as well as his Attorney Certification. In addition to his certifications, the series contains analyses, appointments, cases, correspondence and publications. Most materials date from the 1970s and 80s, when Irvis was serving in the Pennsylvania State House of Representatives.

Series  II. Personal, 1939-2006 

Scope and Content Notes

This series contains correspondence, memos, photographs and other documentation of Irvis's personal life and leisure time. Of particular note are the subseries and folders that document on his creative writing and poetry, as well as the documentation of his hobbies, including his woodcarving and model airplane building. In addition, there is some documentation of his schooling, including his time at Albany Senior High and his higher education, including articles and his M.A. thesis. There is also some documentation of Irvis's travel, including trips to Cote d'Ivoire and the Central African Republic, as well as his research and preparation for those trips and his planned Pan-African business ventures. Finally, there is some documentation of Irvis's awards and honors later in life, including his obituary, tributes, and some awards.

This series is divided into ten subseries, divided both by subject and by the date the material was acquired by the University of Pittsburgh. There is additional personal correspondence in Series VI, Subseries iv: Correspondence (2010 addition). There is also addional material pertaining to Irvis's personal life in Series I: Biography, Series XII: Katharyne Irvis, and Series XIII: Cathryn Irvis. This subseries contains materials relating to Irvis' hobbies, including model airplanes, brass and woodwind bands, craftsman guilds, art and artists, and wood sculpting. Of particular note is the folder which contains brochures, programs, and awards for shows of Irvis' wood sculptures.

Scope and Content Notes

This subseries documents Irvis's work as a writer; Irvis wrote academic research, fiction, essays, and poetry throughout his life. The subseries includes correspondence with publishers, manuscripts, publications, clippings, and notebooks containing fiction, poetry, notes, observations, and Irvis's M.A. thesis. Irvis took great interest in poetry and composed a large amount of it. Some of his compilations of poetry include This Land of Fire and  Lions and Great Bronze Bars. Scope and Content Notes

This series contains information on legislation that Irvis supported or introduced during his career in the Pennsylvania House of Representatives. It contains Irvis's statements, speeches and remarks about many legislative issues, as well as memoranda, correspondence, notes, and reports pertaining to legislation. In addition, the series documents Irvis's committee and leadership work in the Pennsylvania House of Representatives through items such as House calendars, documentation of legislative commissions, information on standing committees and membership lists.

The series is divided into three subseries based on the date the material was acquired by the University of Pittsburgh: the first from the original 1971 deposit, the second from the 1980 addition, and the third from the 2010 addition.

Supporting materials, including contemporaneous newsclippings, may be found in Series XVI: Media and in the scrapbooks in Series XVII, Subseries 3: Realia.

Scope and Content Notes

This subseries contains legislation introduced in the Pennsylvania House of Representatives including health, welfare, education, and government resolutions. House calendars and statements, speeches, and remarks by Irvis along with House offices held by Irvis and Committees and Commissions on which he served are included in this series. Series II is arranged alphabetically, by subject, except for the House calendars (Boxes 4-5) which are arranged by date. The House calendars are personal copies of bills introduced with holograph notes written by Irvis.

Scope and Content Notes

The material in this subseries pertains to Irvis’ career as a member of the Pennsylvania House of Representatives (1959-1988). During the span of his legislative career, he assisted with the introduction of a massive amount of legislation into the Pennsylvania House of Representatives. Some of this legislation is documented in this subseries in the form of a finalized House or Senate Bills and resolutions. Along the lines of legislation, Irvis collected information on Pennsylvania specific issues including Home Rule and the potential increase of the personal property tax; as well as how both issues adversely affected constituents.

The subseries also contains materials Irvis accumulated during his routine work day. These materials include House memorandums, yearly calendars, and staff communications. Series  V. Subject Files 1945-1978 

Scope and Content Notes

This series contains subject files maintained by Irvis during his tenure as a legislator. The subject files represent a wide range of issues that affected Irvis's work in the Pennsylvania State House of Representatives and which affected his constituents in Pittsburgh. While the subjects are varied, many relate to Irvis's long-standing legislative priorities and social concerns. There are many files that relate to educational issues, including both K-12 and higher education, the concerns of the African-American community and civil rights, as well as community development. Related material on legislation Irvis considered and enacted exists in Series IV: Legislative Files; there is also related material in Series VII: Community.

The series is arranged in four subseries based on the date the material was acquired by the University of Pittsburgh.

Series  VI. Correspondence 1945-2007 

Scope and Content Notes

This series consists primarily of Irvis's professional correspondence with constituents, legislators and other government officials, staffers, and community organizers during his legislative career. Also included are related items, such as job applications sent to Irvis's office and formal invitations. Finally, there is a substantial amount of correspondence about the University of Pittsburgh contained in Subseries iv of this series.

This series has been arranged into four subseries by the date the material was acquired by the University of Pittsburgh. Subseries 3 and 4 of this series also contain a substantial amount of personal correspondence; other personal correspondence, some with fellow legislators, can be found in Series II: Personal. The correspondence in this subseries is mainly incoming communication to Irvis from state officials, constituents, staff, or personal family and friends. Scope and Content Notes

Irvis was active in community organizations and programs, particularly ones related to arts and culture, racial justice and equality, housing, and education. This series documents his involvement with many of those organizations through correspondence, publications, programs and pamphlets created by the organizations, reports, press releases, and newsclippings. It also documents some of Irvis's early employment in community-related enterprises, such as his time at the Urban League, with the Pittsburgh Courier, and as a law clerk and practicing lawyer.

This series has been divided into subseries based on both the date the material was acquired by the University of Pittsburgh as well as by subject.

Subseries  6. Camp Hill Prison Riots (1995 addition), 1989-1990 

Scope and Content Notes

This subseries consists of materials related to the Camp Hill Prison Riots of October 1989. Inmates held the State Correctional Institute at Camp Hill for four days. There were no escapes, however, 138 corrections officers were injured and 17 more were held hostage. Seventy inmates were also injured and 14 buildings were destroyed. The resulting costs for police, rescue, repairs and cleanup ran into the millions and were paid by Pennsylvania taxpayers. Irvis was a member of the Governor's Commission to investigate the riots.

Subseries  7. African American Interests (2010 addition), 1933-2005 

Scope and Content Notes

Irvis' interest in African American affairs began early upon his arrival in Pittsburgh in the 1940s. During this time, Irvis joined the Urban League of Pittsburgh and took part in demonstrations against discrimination in Pittsburgh department stores. The African American Interests subseries documents Irvis' involvement with organizations and the African American community. Irvis was involved with a number of organizations including the Afro-American Historical and Cultural Museum, the American Foundation for Negro Affairs, the Black Elected Officials Summit, the NAACP, the National Black Caucus of State Legislatures, the Pennsylvania Black Conference on Higher Education, the Pennsylvania Legislative Black Caucus, and the University of Pittsburgh as each corresponded to issues pertinent to the African American Community. Irvis’ membership within these organizations has produced event and conference information, pamphlets, organization literature, news clippings, publications and flyers. The subseries is arranged alphabetically by subject.

Scope and Content Notes

This series documents Irvis's own campaigns for the Pennsylvania State House of Representatives as well as his involvement in some of the campaigns of his colleagues in the State House and Senate. Series  IX. Education 1961-2005 

Scope and Content Notes

This series contains documentation of Irvis's involvement in educational activities during and after his time as a legislator. He was invited to speak and attend functions at many higher education institutions because of his legislative work in that area; many of those invitations, programs, correspondence, and other documentation are represented here. There is also some documentation of Irvis's legislative work relating to education, including the ACT 101 legislation and the establishment of the Pennsylvania Higher Education Assistance Committee, and files on other educational programs and legislation. In addition, Irvis served on the Board of Trustees for the University of Pittsburgh and assisted in planning and fundraising for the Bidwell Training Center and Pittsburgh Voyager projects. The series consists largely of reports, invitations, programs, and correspondence.

The series is arranged into five subseries, both by subject and by the date the materials were acquired by the University of Pittsburgh. There is additional information in Irvis's educational legislative work in Series IV: Legislative Files and Series XI: Speeches and Interviews. Subseries  4. Bidwell Training Center (2010 Addition), 1978-2005 

Scope and Content Notes

The Bidwell Cultural and Training Center was established in 1968 by the Bidwell Street Presbyterian Church and the Manchester Community as a response to the riots of the 1960s and lack of jobs for minorities. By 1972, the Bidwell Cultural and Training Center hired William Strickland, Jr. to lead the Center. Strickland urged the creation of a “unique learning environment serving the needs of the community and providing educational opportunities to anyone who aspired to positively change their lives.” By the 1980s, the Center formally changed its name to the Bidwell Training Center and came to operate as it does today, providing education in the high tech and medical industries as well as the horticulture industry. Irvis took great interest in the original creation of the BTC and acted as an investor. In turn, he was placed on the Board. As a Board member, Irvis collected various agendas, correspondence, memorandums, and event information. This subseries is arranged alphabetically by subject.

Scope and Content Notes

Irvis took a great interest in education during his legislative career, having pursued a profession as a teacher before entering politics. He was responsible for passing educational reforms during his term in the Pennsylvania House, notably the creation of the state’s community college system and the Pennsylvania Higher Education Assistance Agency, which helped encourage and enable more students to pursue degrees beyond their high school diplomas. The material in this subseries includes information relating to this legislation, as well as research about educational issues. This subseries is arranged alphabetically by subject.

Subseries  5. Pittsburgh Voyager (2010 Addition), 1992-1996 

Scope and Content Notes

The Pittsburgh Voyager was a project founded in 1991 by a group of parents who desired to use the rivers of Pittsburgh as a teaching tool, an “experimental classroom to get children excited about science, mathematics, and learning." Irvis was involved in the development of the project, which led to his collection of correspondence, meeting minutes, and foundation materials. The physical vessel is currently operating as the Riverquest, which began in 2006, where it continues the educational mission of the original Pittsburgh Voyager. This subseries is arranged alphabetically by subject.

Scope and Content Notes

This series contains information about Irvis's political work on behalf of the Democratic party and other political organizations, as well as some information about lawsuits and other non-legislative work during his time as a Pennsylvania State Representative. Of particular note are the mateials in Subseries 2, 4, and 5 on Irvis's involvement in the Democratic National Convention. Irvis was vice-chair of the Pennsylvania Delegation to the DNC in 1976 and 1980 and was on the credentials comittee in 1988.

The series is divided into five subseries, organized both by subject and by the date the material was acquired by the University of Pittsburgh.

Scope and Content Notes

As a Democratic member of the Pennsylvania House of Representatives, Irvis found himself highly involved with the Democratic Party. His involvement garnished correspondence, newsletters, and publications from the party as well as the Democratic National Committee. Since Irvis was highly involved with the DNC, he often served as a delegate at the Democratic National Convention. Scope and Content Notes

This series consists largely of interviews with Irvis in his last few years as a legislator before his retirement in 1988; these interviews cover all aspects of Irvis's life, including his childhood and family, his education, and his career as a lawyer and a legislator. In addition, there are some transcripts or texts from Irvis's speeches for community and civic organizations, as well as some invitations from groups inviting Irvis to speak and Irvis's correspondence about speaking engagements.

This series is arranged into three subseries according to the date the material was acquired by the University of Pittsburgh.

Series  XII. Katharyne Irvis 1941-1959 

Scope and Content Notes

This series contains materials related to K. Leroy Irvis' first wife, Katharyne (1918-1959). After attending the Tuskegee Institute, Katharyne received a Bachelor of Science from Prairie View College. Kathryne was involved with a wide array of organizations including her career at the Pittsburgh Courier, membership at the Urban League of Pittsburgh, NAACP, National Council of Negro Women, and Democrats for United Action. She was also a skilled tennis player who played competitively and won many titles.

This series is arranged into two subseries based on the date that the materials were acquired by the University of Pittsburgh.

Scope and Content Notes

This subseries documents the many awards and titles Katharyne Irvis won as a tennis player including the National Negro Women's Championship (Doubles - 1942; Singles - 1945), and the American Tennis Association National Women's Singles Title, 1946. She was an advertising rep for the Pittsburgh Courier as well as a member of the Urban League of Pittsburgh, NAACP, National Council of Negro Women, and Democrats for United Action. These records are arranged by subject and include newsclippings, manuscripts, and other materials.

Series  XIII. Cathryn Irvis 1936-2004 

Scope and Content Notes

Cathryn, Irvis’ second wife, was involved in several organizations including the Women in Urban Crisis, the Million Woman March, the Community College of Allegheny County, the Port Authority of Allegheny County, the Black Women’s Political Crusade, the March of Dimes, and the National Association of Negro Business and Professional Women’s Club, Inc. In addition to the organizations she was involved in, Mrs. Irvis was also highly involved in the organization of the International Year of the Child. She was a board member of Community College of Allegheny County (CCAC), Port Authority of Allegheny County (PAT), and Redevelopment Authority of Allegheny County, among other organizations. These materials also include information on the Black Women's Political Crusade, Pennsylvania Council for the Arts, and Vote America.

Scope and Content Notes

This series contains photographs relating to Irvis's life and career, including his personal life, hobbies and artistic work, his legislative and legal work, and his speaking engagements, educational work, and civic involvement. Some photographs have associated newsclippings, notes, or other documentation.

The photoraphs are divided into three subseries based on the date the materials were originally acquired by the University of Pittsburgh.

Series  XV. Audio-Video Material, 1955-2006 

Scope and Content Notes

The media subseries contains audiovisual materials which relate to materials in several other series in the collection. These formats include VHS tapes, cassette tapes, magnetic tape, as well as DVDs. The audiovisual materials chronicle events from the following subseries: Community, Campaigns, Legislative, and Personal. Some of the audiovisual material captures Irvis directly, while other material relates to Irvis or his legislative and personal interests. The series has been divided into two subseries: audoi and video. Further, material is arranged alphabetically by related subseries, and then alphabetically by title.

Series  XVI. Media, 1946-2006 

Scope and Content Notes

This series contains newspaper clippings and news releases collected by Irvis over the course of his educational, legal, and legislative career. The subjects of the clippings are varied, but many relate to legislation that Irvis considered or sponsored during his time in the Pennsylvania State House of Representatives. Other clippings relate to civil rights and racial justice or other issues such as educational access and incarceration that Irvis championed throughout his career.

The series is arranged into four subseries based on the date the materials were acquired by the University of Pittsburgh. Related material may exist in Series IV: Legislative Files, Series V: Subject Files, or Series X: Political Activities.
