The poster states the "experienced engineer of the locomotive of the revolution, Comrade Stalin" is driving the train "to communism." His position as engineer and also in the banner with Lenin, Engels, and Marx was designed to illustrate his rightful place in the pantheon of Lenin and the revolutionary fathers of the Bolshevik Revolution.
