Panel 13: Charlemagne orders the construction of a churchAt left, Charlemagne (inscribed CARROLVS, crowned, haloed, wearing a long robe) sits on his horse, directing workmen who are laboring on a structure (right), with a tower above an arched entrance, a nave with clerestory windows, and flying buttresses. Four workmen dressed in knee length, long-sleeved garments are at work: two carry a stone up a ramp; the other two are at the top of their structure, one pressing down a stone with a mallet, the other holding out an object to Charlemagne (the plans for the church(?) on a parchment bifolio(?)). Above is a cloud motif, a possible reference to the Milky Way (Maines).Most scholars identify this structure as the Cathedral of Santiago de Compostela. However, Maines argues that the Charlemagne has only “enriched” the church of St. James and here he orders the construction of a church at Sahagun in honor of Sts. Facundus and Primitivus; the scene that follows takes place at Sahagun.
