Photographs show Mayor Barr along with Presidents John Kennedy and Lyndon Johnson; Gen. Park Chunghu, the President of South Korea; Vice President Hubert Humphrey (one print is signed by Humphrey); US Attorney General Robert Kennedy; Gov. Adlai Stevenson of Illinois; four Governors of Pennsylvania (George Leader, Raymond Shaffer, David Lawrence, and Robert Casey); seven mayors of major US cities (John Lindsay of New York, Richard Dayley of Chicago, Jim Tate of Philadelphia, Raymond Tuker of St. Louis, Jerry Cavanaugh of Detroit, Robert Wagner of St. Paul, and Neal Blaisdell of Honolulu); and several local figures (Congressmen William Morehead and Jim Fulton, State Representative K. Leroy Irvis, Judges Ruggero Aldisert and John Brosky, and John Cardinal Wright). The back of the each includes the person, place, date, etc. The case file contains several of the letters conveying the photographs to Mayor Barr.

Joseph Moran Barr was born in Pittsburgh, Pennsylvania, on May 28, 1906. In 1949, he married Alice White, who left her Republican Party activity to support "Joe," a rising Democrat. They had two children. Barr served on the Pennsylvania Democratic State Committee from 1936 to 1940, when he was elected as Pennsylvania's youngest state senator. He remained the senator representing the 43rd District until 1959, when he left Harrisburg to be mayor of Pittsburgh, a position he held until 1970. He was also Pennsylvania Democratic state chair from 1954 to 1959 and delegate to the Democratic National Convention from Pennsylvania in 1956, 1960, and 1964.
Barr had connections to all levels of the Democratic Party, and he and Mrs. Barr hosted John F. Kennedy and Jackie Kennedy at their Point Breeze home during JFK's presidential campaign. Barr retired from public life around 1972. Barr died on August 26, 1982 in Pittsburgh at age 76, and he was buried at St. Mary Cemetery, Lawrenceville, Pa.
