Abstract: The International Officers of the United Electrical, Radio, and Machine Workers of America (UE) consist of the General President, General Secretary-Treasurer, Director of Organization, and General Vice-Presidents for each geographic district within the union. The UE International Officers records contain information collected by the New York International Office of the UE and consist of correspondence between the UE International Officers and outside organizations. Files range widely in content and are arranged alphabetically by organization title within each series.

History
The International Officers of the United Electrical, Radio, and Machine Workers of America (UE) consist of the General President, General Secretary-Treasurer, Director of Organization, and General Vice-Presidents for each geographic district within the union. These officers were elected annually at the UE International Convention and participated in the General Executive Board, playing a major role in the decision making body for the international union.
Collection Scope and Content Notes
The records of the UE International Officers document correspondence between high ranking UE officers and outside organizations. While the vast majority of the materials are correspondence, the files also contain related articles, pamphlets, and reports. In general, these files range widely in content regarding the national union and cover many general topics such as lawyers, bonds, college requests for information and speakers, group health insurance, hospitalization plans, publications, trustees, unions, and women’s auxiliaries. Correspondence with such noteworthy organizations as the Congress of Industrial Organizations (CIO), National Labor Relations Board, Steel Workers Organizing Committee (SWOC), and United Automobile Workers of America (UAW) are present. These records do not contain correspondence by the union's International Representatives, which can be found in subgroup UE 7-2 UE International Representative Records.

Series were maintained in the groupings in which they were received from the union and are arranged chronologically. Folders within the series are arranged alphabetically by organization name.

Series 4.2.1. Correspondence 1936-1941

Scope and Content Notes: This series includes correspondence between the UE and Congress of Industrial Organizations (CIO) at both the national and regional levels. Documents regarding the 1938-1940 CIO Conventions, legislative matters concerning both the CIO and UE, and CIO officials such as Director of Organization Allen Haywood, Secretary to the Chairman Ralph Hetzel Jr., President John L. Lewis, President Philip Murray, and General Council Lee Pressman are also present. Additionally, this collection includes a large series of miscellaneous files, which are arranged chronologically. In general, the miscellaneous files cover broad topics such as child welfare, collective bargaining, and human rights. The miscellaneous files also contain numerous requests for contributions or information on union lists, publications, and convention proceedings. Furthermore, the miscellaneous files announce upcoming conventions and often ask for UE delegates or special appearances.
The records also include several interesting files from state industrial unions and the United States Labor Department. Correspondence between the UE and industrial unions are arranged by state and contain general requests for items such as wage rates, pamphlets, and UE officer appearances. Correspondence with the Labor Department includes the divisions of Public Contracts and Wages and Hours that address workers' minimum wage. Other Labor Department correspondence involves the office of the Secretary and Assistant Secretary and covers conventions, reports, and publications. There is also correspondence with a variety of national unions. These files focus on interactions between the unions and the companies, such as strikes and constitutions, as well as general events like conventions, exhibits, and union label campaigns. More extensive files exist for the International Brotherhood of Electrical Workers; International Union of Mine, Mill and Smelter Workers; Steel Workers Organizing Committee; Trade Union Service Inc.; United Automobile Workers of America; United Construction Workers’ Organizing Committee; United Office and Professional Workers of America; and Utility Workers Organizing Committee.
The records contain valuable insight into the union’s interest in the activities of the federal government. Files exist on National Defense and generally relate to the distribution of government contracts to certain companies. National Labor Relations Act files focus on the campaign to reject the Smith amendments to the Labor Act. National Labor Relations Board (NLRB) files concentrate on elections, cases, and requests to the House Special Committee investigating the Labor Board for information on the regional divisions of the NLRB. The Rural Electrification Administration files expose the UE’s interest in the expansion of electrical lines into rural areas. Temporary National Economic Committee files reveal the technological changes occurring in various industries. The United States Senate files concentrate on labor’s right to participate in union activities.

Scope and Content Notes: These files contain the correspondence of UE International Officers such as General Secretary-Treasurer Julius Emspak, General President Albert Fitzgerald, and Director of Organization James Matles. There are several files regarding the union’s insurance provider, Associate Hospital Service, as well as correspondence relating to the maintenance of the international office on East 51st Street, New York City. Records concerning the CIO contain correspondence between UE officers and Secretary-Treasurer James B. Carey, Director of Organization Allen Haywood, and President Philip Murray. More extensive files exist for the CIO National War Relief Committee, which document the activities of the organization and the UE’s participation. Correspondence with several government agencies, such as the Department of Labor, Federal Reserve Bank and the War Manpower Commission, are also included. Records of the National Citizen’s Political Action Committee document the contributions made to this organization. In addition, extensive files exist regarding the Washington office and its staff, as well as the international office, which document its accounts and staff exemptions. Scope and Content Notes: These files contain the correspondence of the International Officers of the UE such as General Secretary-Treasurer Emspak, General President Fitzgerald, and Director of Organization Matles, which were collected at the New York City international office. Documents regarding banks generally consist of UE requests to stop payment on checks to either individuals or union locals. Files on the CIO include resolutions and releases made by the CIO General Executive Board, as well as mimeographed materials on the Secretary-Treasurer Carey that reveal his interactions with foreign unions. Additional correspondence files contain information on CIO committees for education, housing, and legislation, as well as conversations with CIO officers Carey, Murray and Pressman.
Extensive files on the UE’s Fighting Fund, which lists the contributions made by locals and districts to assist the union in its battle against the companies, are present. Files on the UE General Executive Board reveal the dates of meetings and the board's contributions to other unions. Many files contain correspondence between the UE and a multitude of government agencies, including letters from the Atomic Energy Commission which expose the commission’s concerns that the UE may be associated with the Communist Party and, therefore, ineligible to work in sensitive areas. Information regarding union locals' endorsement of national office decisions on union autonomy, the withdrawal of the UE from the CIO-PAC, and rejection of the disaffiliation of the right wing are also discussed. Correspondence between the UE and other unions contains information on conventions, trials, tips on organizing, and other collaborative efforts between the unions. More extensive files exist for the International Union of Mine, Mill and Smelter Workers; National Union of Marine Cooks and Stewards; United Automobile Workers; and United Farm Equipment and Metal Workers. Documents regarding the Wallace Campaign contain information on contributions, Progressive Party resolutions, and executive committee meetings. In addition, several files contain correspondence between UE officers at the New York and Washington D.C. offices. The World Federation of Trade Unions files contain information on working conditions, labor organizations, and World Labor Conferences during the 1940s and 1950s.
