Subseries 21. Foreign Trips

Scope and Content Notes: The Governor foreign trip files contain extensive material, 1979-1986. The trips were, for the most part, conducted as trade missions to encourage foreign investment in Pennsylvania. Other trips were goodwill missions sponsored by the National Governor's Association (NGA), for example.
The first trip abroad was to the Soviet Union, with a NGA delegation in November 1979. It was a result of that trip that the Governor and Ginny became "heavily involved with the Refusenik cause" (
Evidence, p. 168). In March 1980, Thornburgh traveled to the People's Republic of China (PRC) in an effort to open up new markets. The group also stopped in Tokyo where they visited with the Foreign Ministry, the Finance Ministry, and the Japan External Trade Organization. They journeyed to the Middle East in November 1980 under the auspices of the Federation of Jewish Agencies of Greater Philadelphia, the prime purpose of which was to "strengthen the already significant economic ties between Pennsylvania and Israel" (
Evidence, p. 172). They returned to China in December 1983, again under the auspices of the NGA, and stopped in Japan, this time to finalize commitments to help fund the TMI cleanup. Early in 1984, Thornburgh returned to Europe regarding English and German investments in Pennsylvania and promoting tourism. Another trip, said by Thornburgh to be "the most exciting journey that Ginny and I took during my service as governor" (
Evidence, p. 170), was to Africa in 1986, to participate in programs run by the United States Information Agency (USIA). The Governor lectured on management in government, and Ginny on disability work.
USIA World subsequently referred to Thornburgh as "'public diplomat of the highest order'; it also commended Ginny's 'sincere interest and her deep feelings toward the people she met everywhere' and concluded that 'her favorable impact will not soon be forgotten'" (
Evidence, p. 171).
In his autobiography, Thornburgh concludes, regarding his trips abroad: "All this travel brought home the fact that, like it or not, neither Pennsylvania nor the United States can ignore the world around us. I hope we were able to communicate to our fellow Pennsylvanians the importance of engaging this challenge; all Americans must become active world citizens if we are to survive and prosper ourselves" (
Evidence, p.172).
Regarding the files, each trip has been separated into material from before, during, and after the trip. Folders are described as "pre-trip material" and "post-trip material." Any material collected during the trip itself is noted simply as "trip material." "Pre-trip material," for example, generally includes briefings, general background on a country or its industries (for possible foreign investment in Pennsylvania), correspondence, press releases and/or news wires, and news clippings. "Trip material" will contain itineraries, information on the trip delegation, notes of the Governor, memorabilia, and meetings. "Post-trip material" often includes thank you letters and other correspondence, follow-up newspaper articles, and sometimes the Governor's diary from the trip.
Photographs or photo albums that exist for some of the trips may be found in the separate photographs collection. In addition, some large books and other bulky memorabilia are stored separately from the rest of the collection.
