Subseries 13. Office of General Counsel

Scope and Content Notes:

A major function of the Office of General is not only to provide legal advice to the Governor but also to direct the legal activities of the executive branch. Thus these files contain much information on cases that stemmed from one of the most potentially destructive legal situations in the history of the state, the nuclear accident at Three Mile Island (TMI). These materials provide a unique view of the crisis from an entirely legal and legislative perspective, something not to be found in other areas of the collection. Here, we witness the results of the TMI disaster in materials such as (among others): funding agreements, cleanup problems and contracts, restart pleadings, allegations, reimbursement cost estimates, Radiation Act Amendments, and materials regarding the potential suing of the Nuclear Regulatory Commission. These legal files augment the political, environmental, and other more general files in other sections of the collection.

In addition to files related to Three Mile Island, there are Acts and Vetoes and legislative summaries, and some additional non-TMI issues. Materials generally include: memoranda, correspondence, news clippings and articles, audits, conference notes, and legal documents. The files are organized in four sections as follow: 1) Legislative Acts and Vetoes, which contain both bound volumes of Laws of Pennsylvania listing all of Pennsylvania's Acts and Vetoes for the years 1979-1986, and files of summaries, backup and related material that pertain to those Acts and Vetoes; 2) Other issues, which document the Surplus Land Disposition, the Reorganization and Sunset Review, and the AT & T matter of 1980-1982. These files date from 1980-1986; 3) Legislative Summaries from legislative sessions 1979-1980, 1981-1982, 1983-1984, and 1985-1986. These files document all legislative activity in the state, including which bills awaited the Governor's signature which were being discussed in the legislature; 4) Three Mile Island (TMI) files, from years 1979-1986. These files document the incident at Three Mile Island (TMI), from a legal perspective. Pleadings have been kept separately from other material. Subsequent files are then maintained in the original topics of the Office of General Counsel, including miscellaneous files and correspondence. Please see finding aid for specific grouping.
