Subseries 15. Committees and Commissions

Scope and Content Notes:

There are three primary sections here: Human Resources Committee of the Cabinet (HRC); Economic Development Committee of the Cabinet (EDC), for which there are fourteen cubic feet of material; and Boards and Commissions.

The Human Resources Committee. The Human Resources Committee of the Cabinet (HRC) was established on July 15, 1981, by Executive Order (available here online). It's functions, for example, were to coordinate human resource programs and projects from an interdepartmental perspective, to identify and promote implementation of ideas for more integrated delivery of human services, to administer handicap initiatives throughout the Commonwealth, to communicate relevant information about human resource programs to affected citizens and groups, and to provide a forum for public input. The files here relate to the Governor's monthly meetings with the Committee, 1981-1986.

Economic Development Committee of the Cabinet (EDC). Governor Thornburgh, by Executive Order, established the Economic Development Committee of the Cabinet, on September 23, 1980 (Executive Order available here online). The committee's primary functions included planning and coordinating state and federal program resources, assistance for selected economic development projects, supervising and directing related projects and necessary financial assistance, and monitoring progress.

The files of this committee are arranged in three sections. The first are the monthly meeting files which are arranged chronologically, 1980-1986.

Second are the alphabetical files listing the company and county in alphabetical order, 1980-1986. These files follow the economic development of a particular company, organization, or county and contain, for example: correspondence, memos, reports, background material, and/or news clippings. Some of the topics, for example, are: advertising campaign, advanced technology, agriculture, Allegheny County, Erie Civic Center groundbreaking, gypsy moth, health care, housing, Mon-Valley, Philadelphia Ports Corporation, steel, and transportation.

Thirdly are CLIME files, Clinton-Lycoming Industrial Marketing Effort, containing in-depth information regarding economic development and marketing in Clinton and Lycoming counties, 1980-1986. These files include, for example: correspondence, memos, reports, activity and update logs, background material, proposals, and news clippings of activities within Clinton and Lycoming counties. There are reports which contain Department of Community Affairs (DCA) funded projects, expenditures, and economic development strategies for these two counties. Topics range from more general to others very specific, for example: Little League Museum, Williamsport Area Community College, Williamsport - the city and its Chamber of Commerce. The activity logs contain in-depth information on expenditures from the following departments: Commerce (PIDA, Pennsylvania Industrial Development Authority), Community Affairs, Education, Labor and Industry, and Transportation.

Boards and Commissions. There are five folders of the Governor's state boards and commissions, 1979-1987. These folders contain information regarding judicial actions, reviews and confirmations of these state boards and commissions. They contain up-to-date information (for this period) regarding the members of the statewide boards and commissions.
