Series IX. Campaign for Governor of Pennsylvania 1978

Scope and Content Notes: "The opportunity to run for governor in one's home state comes to few people in their lifetime and I was understandably intrigued by the possibility [considering] my long-time interest in public service" (Evidence draft, p. 259). And so it was that upon returning to Pittsburgh in March 1977, following the two years in Washington serving as Assistant Attorney General in charge of the Criminal Division, Thornburgh set out to seek Pennsylvania's governor's office in the following year's election. With the generous encouragement of his law firm, Kirkpatrick, Lockhart, Johnson & Hutchison, which he rejoined, the balance of 1977 was spent assessing his chances. A state the size of Pennsylvania is a daunting challenge to statewide candidates. Major hurdles were the financing required and the all-important campaign staff and organization. Thornburgh was lucky in having a college classmate, Evans Rose, Jr., who actually enjoyed fund raising and who successfully did so for this campaign and many other endeavors to follow. His choice of Jay Waldman as Campaign Manager was what Thornburgh describes as a "leap of faith." His "savvy intelligence and strategic insights ... [and] absolute loyalty" ( Evidence, p. 76) proved to be remarkable then and over the years that followed. By fall, the hard core campaign organization also included Paul Critchlow, a former political writer for the Philadelphia Inquirer, as Press Secretary; Rick Stafford, a graduate of Carnegie Mellon's Graduate School of Urban Affairs, to head the research team; Jim Seif, who first helped with the 1966 Campaign for U.S. Congress, to take on scheduling; and Murray Dickman, a classmate of Rick's, described by Thornburgh as "our utility infielder" ( Evidence, p. 76). These names resound throughout the files from this successful campaign, as well as for the years as Governor, and ongoing. The Primary effort included accepting virtually all speaking invitations extended, testifying before a state House subcommittee on crime and corruption in the [Governor] Shapp administration, meeting with GOP leaders around the state, and attending festivals, GOP picnics with new "Thornburgh for Governor" buttons, county dinners, and candidate forums. There was always the hope for increasing press coverage for this lesser-known candidate, whose odds in 1977 were twenty to one according to a Philadelphia Magazine article. The official kick off of the campaign came on a snowy Pittsburgh day, January 10, 1978, which was followed by a three-day blitz of the state. Thornburgh's remarks reviewed the unfortunate number of criminal convictions or other wrong-doing of state officials, and further noted: "It is a time for state government to learn to live within its means ... We must recognize that there are limits to our resources. We cannot try to do everything lest we do all things badly. We must do those things which are important and do them well" ( Evidence, p. 81). All campaign speeches and position papers are available here online. By the time of the primary election on May 16, 1978, Thornburgh was one of five principal Republican candidates. These were: Pennsylvania State House leader Robert Butera of Montgomery County; Pennsylvania Senate Leader Henry Hager of Williamsport; former Philadelphia District Attorney Arlen Specter; and David Marston, former U.S. Attorney for Eastern District of Pennsylvania. The two "fringe candidates" ( Evidence, p. 82) were: Andrew Watson, former chairman of the state's Constitutional Party, and Alvin Joseph Jacobson. A series of detailed and meticulously researched position papers were released, endorsements began to proliferate, but at the last, the consensus was that the primary election was "too close to call." It was not until after two o'clock on the morning after the primary that victory was declared and William W. Scranton III was found to hold the number two spot on the Republican ticket. On the Democrat side the victors were Pete Flaherty, popular former Pittsburgh Mayor, and the "improbable Robert P. Casey, the Pittsburgh schoolteacher who soon became known, with our assistance, as 'the wrong Bob Casey'" ( Evidence, p. 85). As the general election got underway, the comprehensive Bob Teeter poll conducted after the Primary showed Flaherty with a thirty-two-point lead - 55 percent to 23 percent! This stunned the campaign, which knew Thornburgh was underdog, but not by such an almost insurmountable deficit. Flaherty was described as an "easy going, unassuming former Pittsburgh mayor whose cost-cutting measure had included 'turning in the mayor's Cadillac for a Dodge' [and Thornburgh was seen as] the 'steely-eyed prosecutor ... big time crime buster ... [and] cold-blooded crusader'" ( Evidence, p. 89). Hard work was ahead as the campaign entered the summer of 1978 and schedulers booked Thornburgh everywhere they could. There were long days of breakfasts, luncheons, dinners, picnics, rallies, news conferences, editorial board meetings, and one-on-one sessions. "Ginny and I confided that our bottom-line goal was simply to avoid a humiliating defeat" ( Evidence, p. 90). However, Jay Waldman presented to Dick Thornburgh, on July 7, a "strategic campaign plan that we were to follow to victory" ( Evidence, p. 90), one embracing an "Eastern [Pennsylvania] strategy." This was scrupulously followed as the campaign slowly but surely gathered major endorsements, Thornburgh became increasingly recognized in voter-rich eastern Pennsylvania, his carefully researched and strategic issues found their marks, and Flaherty's cost cutting image came under question: "Did Flaherty Save Pittsburgh, or Bring it to its Knees?" As underdog, Thornburgh had agitated for debates and agreed upon two dates in the fall. Needless to say the stakes were high as the election neared and Thornburgh's research team prepared a massive binder of responses to every question that might conceivably be raised. Also included are likely responses of Flaherty and Thornburgh's potential responses to even those, all of which are included in the collection, for both debates. On October 10, the date the first debate was taped, "Flaherty surprised everyone by appearing in his shirtsleeves, apparently to enhance his 'man of the people' image ... our team was, on the whole, satisfied with the outcome. Most stories identified [Thornburgh] as the aggressor and highlighted Flaherty's admission regarding tax increases" ( Evidence, p. 96). Meanwhile the candidates for Lieutenant Governor were coming under scrutiny. Bill Scranton was out on the campaign trail, well informed, and serving as a real asset to the election efforts. Democrat Bob Casey, the Pittsburgh schoolteacher, with precisely the same name as the Auditor General who sought primary selection as candidate for Governor, was creating major controversy for the Flaherty campaign: "'Like what do we need special teachers for the hearing-disabled. Put those kids at the front of the classroom if they can't hear'" ( Evidence, p. 97). A significant endorsement came from the Philadelphia Daily News on October 25th, the date of the second debate. "Flaherty wore his suit coat this time ... no new ground was broken ... [and] as one observer noted: 'Overall, we would guess that Thornburgh gained the most from the televised debate ... Most viewers probably were impressed by Thornburgh's ease and confidence as he presented his arguments'" (Evidence draft, p. 314). Best of all was the post-debate news that the Pittsburgh Post Gazette had endorsed the Thornburgh/Scranton ticket and two days later, "the new Gallup poll showed that the margin among likely voters had shrunk to 4 percent - Flaherty 49 percent, Thornburgh 45" ( Evidence, p. 97). Momentum was further evident, on October 29, by a "triple play" with all three of the remaining newspapers in Pittsburgh and Philadelphia endorsing Thornburgh/Scranton. By the beginning of November, Thornburgh/Scranton had twenty-five newspaper endorsements from across Pennsylvania, and Flaherty had only two. All the endorsements, for both tickets, are included in the archive and serve as a fascinating account of the campaigns and the candidates as Election Day neared. "As the campaign drew to a close, Ginny and I shared a plane back to Pittsburgh with reporters Tom Ferrick, Jr. from the Philadelphia Inquirer and Bob Dvorchak from the Associated Press. Both had been with us through thick and thin ... I asked them who they expected to win. One of them replied, 'Well, you've run a helluva race. You've made up a lot of ground and given Pete a real run for his money. But I don't think you're going to make it.' 'That's about how I see it,' I responded. But Ginny and I knew how far we had come and hoped against hope that we could pull off a victory" ( Evidence, p. 99). Anticipating a long election night wait, the news at 8:30 P.M. that "Walter Cronkite has just called you a winner" dumbfounded Thornburgh as he dressed at home. The family was gathered up for the trip to campaign election headquarters, where "pandemonium reigned. By 9:30, all three networks had called the election in our favor, and at 10:35, Pete Flaherty called to concede and offer his congratulations ... The dimensions of the victory were astonishing ... [and] our upset captured a good deal of national attention" ( Evidence, p. 100). In addition to the campaign documents and ephemera, there are detailed files in the collection regarding the vigorous post-election transition period, directed by Rick Stafford. Not only was there the matter of careful selection of the cabinet, in itself a challenging task, but also the opportunity to create study teams to assess issues, problems and needs in the various departments of state government. The study team reports are included in the collection and provide significant insight into priority areas identified for the new administration. The inaugural plans and events are fully documented in the collection and include a video of the inauguration which is available here online. Thornburgh's inaugural address, he states, "... was to be the most important that I had ever delivered and I spent an uncommon amount of time preparing it" (Evidence draft, p. 333). Thornburgh further states, "I set out what I felt to be the 'spirit of Pennsylvania.' ... While I noted 'a saddening loss of belief in the ability of government and its leaders to serve the people,' I stated that people wanted to believe in their government. What was needed, I said, was 'strong, effective and forthright leadership.' This I promised to provide, together with hard work, integrity, frugality, and 'a sense of humanity that is blind to race and roots, to sex and color, but is mindful of political injustice and human need'" ( Evidence, p. 104). There are twelve sections of detailed campaign files: Speeches and Testimony; News Releases; Endorsements, Responses, and Articles; Campaign in Progress; Issue Research; Opposition Research; Planning Documents and Memoranda; Campaign Name Files; Dickman Files and Polls; Candidate Thornburgh's Files; Chron Files and News Clippings; Transition and Inaugural. Of special interest to researchers will be the five scrapbooks assembled after the campaign, which track it in content as well as in the media. These were undertaken at the request of the candidate, immediately post election, and, in fact, contain some material not available elsewhere, particularly some staff notes and memoranda. These are both colorful and informative and include issues, media coverage, internal campaign staff comments and notes, as well as campaign ephemera. These scrapbooks have been reformatted for preservation purposes. All collection scrapbooks are enumerated in Section 21.

Subseries 1. Speeches

Scope and Content Notes: The 1978 Campaign for Governor speeches are chronologically ordered. They include all major speeches given by Dick Thornburgh and testimony presented to various committees of the State Legislature. In addition to a "clean copy" of each speech, there also may be one or more drafts with notes, comments and changes. In addition, there may be "background material," with related newspaper articles, and speeches or notes on the same subject. Full text of all speeches and testimony is available here online.

Scope and Content Notes: The 1978 Campaign for Governor files include all major endorsements of Dick Thornburgh and William Scranton during the campaign, both Primary and General election periods. The endorsements are by newspapers, organizations or individuals and are alphabetically ordered. They represent a compelling perspective on Thornburgh's campaign and its targeted issues. A chronological index to the endorsements can be found at the end of the General Election endorsement lists, which well illustrates the increasing momentum preceding victory. The responses and articles are a chronological collection of files, including correspondence and questionnaires, sent to candidate Thornburgh by groups, associations, newspapers, or individuals, requesting his views. Some focus on a single issue, others on multiple issues a Governor would likely encounter. All inquiries were carefully researched by campaign staff and became the basis of benchmarks for goals and accomplishments during Thornburgh's eight years as Governor. Lastly, there are articles from the 1978 Campaign for Governor, in which Thornburgh's positions on issues are presented and published, usually at the request of the publication. Subseries 4. Campaign in Progress

Scope and Content Notes: These files are in effect the essential working files of the campaign. They are divided into sections as follows: Organization, Volunteers, County Files, Scheduling, Media, Contributors, Correspondence, and Chron files. Many files are labeled either "Primary" or "General" referring to either the Primary election period-between Thornburgh's candidacy announcement and the Primary election (January-May, 1978) -or the General election period-from the Primary up to the General election (June-November, 1978). The Organization files refer to the organization of the campaign, and include for example: lists of staff, the many committees of Thornburgh supporters (Farmers for Thornburgh/Scranton, for example), and campaign petitions and legal opinions. The Volunteers files document the particularly active volunteer organization, including lists of volunteers, phone bank schedules and letters of thanks to those who participated in the winning campaign. The strength and success of the volunteer effort was a major component in Thornburgh's victory. The County files contain information on each Pennsylvanian county with notes regarding local issues of concern that the Thornburgh/Scranton campaign would address when in the area. The Scheduling files include both Dick Thornburgh and Ginny Thornburgh's schedules, as well as invitations, background information, and letters of regret. There is no better place to see the intensity of the commitment demanded of candidates and their families. The Media files include information on the media organizations in Pennsylvania that played a vital part in the campaign. There are Thornburgh and Scranton bios and accomplishments, as well as TV and radio ad scripts, newspaper clippings, and sample press kits. The Contributors files include information on the contributions made to the Thornburgh-Scranton campaign. They include press releases announcing contributions made to date, fund raising information and finance letters. The success of the fundraising was a critical campaign component. There are four separate groupings of correspondence files. The first, "correspondence and subject files," was generated from 1977 through 1978, in Thornburgh's office at Kirkpatrick and Lockhart. Most of the pre-campaign correspondence was necessarily handled through his office, although as the election progressed more was handled by campaign staff. There is also a section of law firm subject files, related to his legal work. The second and third sections of correspondence are to and from groups, or to and from individuals. This covers the period from Thornburgh's candidacy announcement (January, 1978) through the election (November, 1978). The fourth, "Thornburgh correspondence," is both campaign-related and personal. The letters are all from Mr. Thornburgh, unlike the first two groups, which include both letters to Thornburgh as well as responses from him. This section covers only March 28, 1977 through October 28, 1977. Campaign Ephemera files include the familiar brochures and handouts from both the Primary and General Election. These relate to both Dick Thornburgh and to the campaign of Pete Flaherty. Also included are buttons, bumper stickers, complete newspapers from both the primary and general elections, and other miscellaneous items.

Subseries 5. Issue Research

Scope and Content Notes: The Issue Research section is arranged into four groups as follows: Gubernatorial Debates; Research System; Issues; and Background Binders. These files consist of materials gathered and generated by campaign staff to provide Thornburgh with the necessary background for debates and to be generally knowledgeable about all issues of concern to Pennsylvanians. Rick Stafford headed this all-important research team. The Gubernatorial Debates section is arranged chronologically by each of the two debates. The first occurred on October 10, 1978, and the second on October 25, 1978. These folders contain incredibly detailed materials in preparation for any conceivable question Thornburgh might be asked. They further include the likely responses by Thornburgh's opponent, Pete Flaherty, and even suggestions for Thornburgh's response to them. These files are remarkable and contain an all-inclusive review of all the important campaign issues. The Research System files are arranged chronologically. Materials pertain to the complex research system developed and maintained by Rick Stafford's team. Included are filing systems information, memoranda, calendars, correspondence, schedules and notes. The Issues files are broken down into thirty-eight topics relevant to Pennsylvania at the time of the '78 campaign. They are arranged alphabetically, from abortion to labor to workmen's compensation. Issue materials include, for example: newspaper clippings, reports, research papers, published materials, and staff notes. The Background Binders include a broad range of research on issues, state government departments, and policies. The post-election policy binder was known informally as the "promise binder." This binder referenced all the commitments enumerated during the campaign and which served as a benchmark for future administration accomplishments. For preservation purposes, these materials have been removed from their original binders and placed in acid-free folders. These files present a valuable picture of Pennsylvania preceding Thornburgh's administration.

Scope and Content Notes: The Opposition Research section is arranged in three groups, as follows: 1978 Gubernatorial and Lieutenant Governor Candidates; Pennsylvania Politicians; and Other Pennsylvania Politicians. Folders are arranged by the name of the politician or candidate. Much of the material here consists of newspaper clippings and the date range is 1977 -1978, though some material dates back to the late 1960s depending on the politician's career. Annotations by Thornburgh are evident throughout these materials. The 1978 Gubernatorial and Lieutenant Governor Candidates section is organized by candidate. The bulk of the material pertains to Democrat gubernatorial candidate, Pete Flaherty, Mayor of Pittsburgh from 1970 to 1977. For all candidates the files include newspaper clippings, but also, for example: biographical sketches, campaign literature, reports, Thornburgh staff research, and press releases. In addition to Pete Flaherty, these files include the other major Democrat and Republican figures that ran in the '78 gubernatorial primary. Candidates for Lieutenant Governor include William W. Scranton, III (R) and Robert P. Casey (D). A note to the researcher: you will see the name Robert P. Casey twice in this section. In an unusual circumstance, two men with the identical name ran for office in the Primary. The "real" Bob Casey ran for Governor and the other for Lieutenant Governor, capitalizing on the name and reputation of former Auditor General Casey, who opposed Pete Flaherty in the primary, and who years later was a successful candidate for Governor in '86. The Thornburgh campaign successfully identified the '78 Lieutenant Governor candidate, Robert P. Casey, as the "wrong Bob Casey." The endorsement of Thornburgh/Scranton by high school teacher Casey's school newspaper, the Taylor Allderdice "Forward," was a notable campaign event which generated considerable media coverage across the state in the final weeks before the election. The Pennsylvania Politicians section include some major Pennsylvania political players, who may have considered running for governor or were thought likely to run, but didn't. The bulk of these materials are newspaper clippings but also included are newsletters and campaign literature. The Other Pennsylvania Politicians section is arranged alphabetically. Politicians included here were active figures in Commonwealth politics, whether currently campaigning for public office, or not. The materials collected vary from person to person but primarily consist of newspaper clippings.

Scope and Content Notes: The valuable files grouped here contain materials that Thornburgh kept close at hand during the campaign. They include campaign planning and strategy documents from outside consultants, which are particularly interesting since they date early in 1978 when the campaign was just taking shape. Also notable are the media planning documents from Garth Associates and Bailey, Deardourff, both of whom participated significantly in the campaign media effort. There are name files regarding politicians, polls, and polling results. Significant communication during the campaign and among staff was via memoranda that relate interestingly to campaign planning and organization as well as to other active political figures.

Scope and Content Notes: These files contain correspondence, clippings, and other material pertaining to individuals that were of particular interest during the campaign. There is an interesting mix of names from President Carter, to Governors Scranton and Shapp, to Tony Grosso, a racketeer Thornburgh had previously convicted and who now claimed to support his candidacy. Grosso's campaign "participation" was inappropriate and alarming but peculiarly colorful.

Scope and Content Notes: The 1978 campaign chron files contain news clippings that follow the campaign virtually day by day. They date January, 1977-November 7, 1978, and are arranged chronologically by month and day. The chron files illuminate the progress of the campaign in great detail, and include for example: event schedules, political issues, debate materials, press releases, and news clippings. There also are brochures, invitations, speech drafts, correspondence, polls and memos throughout. There is a useful alphabetical index to scheduled events at the beginning of this section, listing all the persons and organizations with whom candidate Thornburgh met throughout the campaign. At the end of each month, there also is a folder containing personal schedules of both Ginny Thornburgh and Bill Scranton. The news clippings are in three sections: Primary Election, General Election, and Post-Election/Transition. These news clippings include those about other candidates as well as Thornburgh/Scranton on the campaign trail and derive from both urban and rural newspapers statewide. The post election clippings cover Republican Party activities, Gettysburg ceremonies honoring Mamie Eisenhower, and items relating to the future Thornburgh administration cabinet and inaugural preparations.

Subseries 12. Transition and Inaugural

Scope and Content Notes: This portion of the collection is comprised of files that cover the Governor-elect's transition period from the general election in November 1978 until the Inauguration in January 1979, the time for what Thornburgh called "administration-building tasks." The contents are organized into seven sections: Election Results; Post Election Mail; "The Transition"; Study Team Organization; Study Team Reports; Cabinet Nominations; and Inaugural. The election results are detailed and identify the varying regions and constituencies which voted for Thornburgh/Scranton, and evaluations of the results, many with Thornburgh annotations. Also are included field reports from campaign workers around the state. In the next section there is Post Election mail that includes letters and notes of congratulations, offers of help, and correspondence from persons seeking jobs in the new administration. "The Transition" identifies the specific period of time between the November victory of Governor elect Thornburgh and his subsequent Inauguration in January. This section contains binders of information prepared by the outgoing Shapp administration, plans and security issues, agendas, and lists of Thornburgh's transition team, led by Rick Stafford. The next group, Study Team Organization, has files related to the selection of and schedules for experts to come and evaluate departments and issues and prioritize concerns for the incoming administration. Their Study Team Reports follow. A key additional responsibility of the transition team was assistance with the challenging process of identifying potential cabinet members for the Thornburgh administration. There were many suggestions, recommendations and research made available for consideration by Governor-elect Thornburgh in this all-important task. The final section specifically relates to the Inaugural, the plans, celebrations and myriad of arrangements. Materials for example include: memos, schedules, invitations, events, Ginny Thornburgh's Inaugural file, a family inaugural scrapbook by Ann Thornburgh, and ephemera. Included, too, is a volume of photographs from the Inaugural and related events, published subsequently by the Republican Party. After the thrills and joys of the Inaugural, the new Governor was ready!
