Scope and Content Notes: Thornburgh was a member of the Neighborhood Legal Services Association of Pittsburgh and served as one of its original board members. This organization "was designed simply to level the playing field in everyday disputes between those with competent legal advice, generally the powerful, and those without, generally the powerless" (
