The K. Leroy Irvis Papers document the life of one of Pennsylvania's prominent politicians. Irvis, a Democrat, represented Pittsburgh in the Pennsylvania House of Representatives from 1958-1988. Among his achievements, Irvis was elected Speaker of the House in 1977, the first African-American to hold that position in any state legislature in the United States since Reconstruction. The collection contains a wide variety of material, including correspondence, legislative material, interviews, photographs, publications, and campaign literature.

Biography

Kirkland Leroy Irvis was born in Saugerties, N.Y., December 27, 1919, son of Francis H. and Harriet Ten Broeck(Cantine) Irvis. His education includes an A.B. summa cum laude in 1938 and an M.A. in 1939 from N.Y. State Teacher's College (now SUNY) in Albany. Irvis received an LL.B in 1954 and a J.D. in 1969 from University of Pittsburgh Law School. Irvis was awarded the title of Doctor of Laws from both Lincoln University and The State University of New York at Albany. He also received the Owens Fellowship in Law, The Order of the Coif, and was inducted into Phi Beta Kappa.

Prior to his successful political career, Irvis worked as a teacher, Pittsburgh steel worker, editor, civil rights worker, news commentator, law clerk, assistant district attorney, civilian attaché to the War Department, and author. Irvis was a member of the Urban League of Pittsburgh, a life member of NAACP, served on the Board of Trustees of the University of Pittsburgh, and served on the Advisory Board of the University of Pittsburgh Medical School.

After his 1957 appointment as Assistant District Attorney in Pittsburgh, Irvis began his state political career. In 1958, he was elected to the Pennsylvania House of Representatives from Pittsburgh's Hill District. During this same year, his first wife, Katharyne Jones, passed away. Irvis became the Democratic Caucus Chairman in his third term in Congress, and he continued to rise through the ranks of leadership as Majority Caucus Chairman, Minority Whip, and Majority Leader. Along the way, he married Cathryn L. Edwards in 1973. In May 1977 the House unanimously elected him Speaker - the only African-American to hold the position in the United States at that time. In January 1979 the Democratic Caucus elected Irvis to serve as the Democratic Leader for the 1979-1980 session. He was re-elected to the same post for the 1981-82 session. He served again as speaker from 1983 until his retirement in 1988.

Irvis was a delegate to the 1967-1968 Pennsylvania Constitutional Convention and a delegate to the Democratic National Conventions in 1968, 1972, 1976, 1980, and 1984. During the 1980 Democratic National Convention, he served as Vice Chairman of the Pennsylvania Delegation and as Convention Co-Chairman. In 1982 Irvis was elected to serve as a member of the Democratic National Committee.

Irvis sponsored thousands of pieces of legislation addressing his concerns for education, civil rights, health, consumer protection, prison reform, housing, and governmental reform. His most noted achievements include the sponsorship and passage of legislation creating the Pennsylvania Human Relations Commission, Pennsylvania Higher Education Equal Opportunity Program, Pennsylvania Higher Education Assistance Agency, Minority Business Development Authority, House Ethics Committee, Lobbyist Registration Act, Legislative Audit Advisory Commission, House Bipartisan Management Committee, and the Pennsylvania Council on the Arts. Irvis is also credited with suggesting the creation of the Community College System in the Commonwealth. Other noteworthy education legislation Irvis sponsored included the 1966 bill that made the University of Pittsburgh, Penn State, Lincoln, and Temple state-related universities.

Among the organizations to have formally honored Irvis are the NAACP, University of Pennsylvania, Lincoln University of Pennsylvania, and Dominion Resources. The University of Pittsburgh has a K. Leroy Irvis Reading Room in Hillman Library. In 2003, the South Office Building within the Pennsylvania Capitol Complex was renamed the Speaker K. Leroy Irvis Office Building. Pennsylvania Democratic Party Chairman T. J. Rooney described Rep. Irvis as, "one of greatest legislative giants that the Commonwealth of Pennsylvania has ever seen ... [and] one of the most admired and respected Pennsylvanians we'll ever know."

Away from politics, Irvis was an accomplished artist and author. In the same year he retired (1988), Irvis wrote a book of poems called, This Land of Fire, published by Temple University. His wood sculptures have been displayed in exhibits throughout the country. Irvis died at age 86 of cancer.

The K. Leroy Irvis Papers document the life of one of Pennsylvania's most prominent politicians. The collection contains a wide variety of material including correspondence, legislative material, interviews, campaign literature, publications, photographs, and newspaper clippings. Areas of concentration in the collection include: the Pennsylvania Legislature, higher education, prison reform, housing, Pennsylvania history, senior citizens, National Democratic Conventions, the development of Pittsburgh's African-American culture and history, mental health, civil rights, and Irvis' relationship with his family and constituents.

This collection is arranged by series in order of each addition. The 1971 Original Deposit (1951-1971) comes first followed by six additions: 1974 Addition (1965-1973), 1975 Addition (1974-1976), 1979 Addition (1948-1979), 1980 Addition (1945-1978), 1995 Addition (1945-1994), and 2010 Addition (1865-2007). Detailed scope and content notes for each addition are available at the series levels. Various folders contain "see also" notes to assist the researcher when searching for particular subjects. When requesting materials, please make note of the deposit year, series, and folder.

Note: Folders 61, 62, 67, 77, 104, 105, 106, 151, and 152 from the 1974 Addition and folder 26 from the 1995 Addition have been removed from this collection.

This collection was processed by Archives Service Center staff in 1971, 1974, 1975, 1979, 1980, 1995, and 2010. Two graduate students, Shelley Byron and Ashley Taylor, were instrumental in processing the 2010 addition. As noted above, the collection was processed on seven different occasions because it was donated to the Archives Service Center in several additions during the span of K. Leroy Irvis' political career. Since Irvis was such an important political figure in Pennsylvania, the ASC deemed it necessary and important to make the collection available to the public as each addition was donated.

Scope and Content Notes:

Series I contains the original deposit of material including the biographical data about K. Leroy Irvis and family members as well as correspondence, news clippings, photographs, speeches, and interviews. The collection also contains legislation introduced into the Pennsylvania House of Representatives including photocopies of house bills, resolutions, house calendars, correspondence, memoranda, notes, and reports pertaining to the offices Irvis held since 1963. The files contain information on standing committees, membership lists, legislative commissions, and K. Leroy Irvis' statements, speeches, and remarks in the House.

The collection has an extensive file that details 32 subjects, listed alphabetically, covering the range of Irvis' legislative interests. Areas of significant concentration include: civil rights, education, mental health and mental health investigations. Other topics include: insurance, labor, legislative reform, milk control, and the state board of parole.

Scope and Content Notes:

Series V includes information about K. Leroy Irvis' early employment in Pittsburgh and a file about his first wife, Katharyne "Kitten" Irvis, and her interests. The collection also concentrates on legislation introduced or supported by Irvis and a variety of community and political organizations such as the United Black Front, Urban League, Hill House Assoc., and Freedom House, in which Irvis was involved.

Scope and Content Notes:

Subseries 3 contains materials related to K. Leroy Irvis' first wife, Kathryne (1918-1959). Kathryne's education included attending the Tuskeegee Institute and receiving a BS in Health and Physical Education from Prairie View College. She won many awards and titles as a tennis player including the National Negro Women's Championship (Doubles - 1942; Singles - 1945), and the American Tennis Association National Women's Singles Title, 1946. She was an advertising rep for the Pittsburgh Courier as well as a member of the Urban League of Pittsburgh, NAACP, National Council of Negro Women, and Democrats for United Action. These records are arranged by subject and include newsclippings, manuscripts, and other materials.

Series VI contains information on the Camp Hill Prison Riots (1989-1990), the Clarion Project (1989-1992), Irvis' election campaigns (1978-1986), Temple University, University of Albany, University of Pittsburgh (1985-1994), the Afro-American Historical and Cultural Museum, K. Leroy Irvis Towers, Lemington Home for the Aged, the Irvis Genetic Disease Center, the Pittsburgh Convention Center, Gettysburg's 125th anniversary celebration, speaking engagements, and Democratic National Conventions (1968, 1984, 1988).

The material includes items reflecting K. Leroy Irvis' personal life: personal correspondence, greeting cards, his writings, information on his hobbies, and material concerning his second wife Mrs. Cathryn Irvis' political activities, particularly the Black Women's Political Crusade. Also significant are transcripts of interviews conducted with K. Leroy Irvis from 1981-1987 and over 400 photographs.

Subseries 1. Camp Hill Prison Riots, 1989-1990

Scope and Content Notes:

Subseries 1 consists of materials related to the Camp Hill Prison Riots of October 1989. Inmates held the State Correctional Institute at Camp Hill for four days. There were no escapes, however, 138 corrections officers were injured and 17 more were held hostage. Seventy inmates were also injured and 14 buildings were destroyed. The resulting costs for police, rescue, repairs and cleanup ran into the millions and were paid by Pennsylvania taxpayers. Irvis was a member of the Governor's Commission to investigate the riots.

Series VII. 2010 Addition, 1865-2007

Scope and Content Notes:

Series VII largely reflects both the personal and professional life of K. Leroy Irvis. The series is arranged by focusing first on Irvis’ personal life and later shifting to his legislative career and community interests. Each subseries presents a number of documents representative to its corresponding title. The subseries that reflect heavily on Irvis’ personal life tend to include biographical information, personal correspondence, membership cards, documents supporting Irvis’ interest in several hobbies, writings completed by Irvis, news clippings, interview transcriptions, and reflect the interests of his first and second wives: Katharyne Irvis and Cathryn Irvis.

The latter set of subseries more thoroughly reflects Irvis’ professional life and legislative career, highlighting his involvement as a member of the Pennsylvania House of Representatives, as well as his position as Speaker of the House. Utilizing his position in the House of Representatives, Irvis focused on issues such as community involvement and race relations in Pennsylvania and abroad. The documents in these subseries strongly highlight Irvis’ involvement in the House of Representatives, various communities in Pennsylvania, and many organizations affecting the African-American community. These documents include House and Senate bills, resolutions, several house calendars, house memoranda, research on legislative issues, reports, speaking engagements, and documentation of Irvis' involvement in a number of organizations. In addition to his effectiveness as a member of the House, the subseries portraying Irvis’ professional life document his several campaigns for reelection, as well as his involvement in the Democratic party.

Irvis was awarded a degree in law from the University of Pittsburgh School of Law in 1954. He was employed by the legal firm, Rose Schmidt and Dixon, where he oversaw a number of legal cases. Katharyne Irvis (1918-1959) was the first wife of K. Leroy Irvis. After attending the Tuskegee Institute, Katharyne received a Bachelor of Science from Prairie View College. Katharyne was involved with a wide array of organizations including her career at the Pittsburgh Courier, membership at the Urban League of Pittsburgh, NAACP, National Council of Negro Women, and Democrats for United Action. This subseries includes records relating heavily to Katharyne Irvis’ earlier life and education, as well as correspondence from K. Subseries 7. Legislative, 1865-2006

Scope and Content Notes:

The material in the legislative subseries strictly pertains to Irvis’ career as a member of the Pennsylvania House of Representatives (1959-1988). During the span of his legislative career, he assisted with the introduction of a massive amount of legislation into the Pennsylvania House of Representatives. Some of this legislation is documented in this subseries in the form of a finalized House or Senate Bills and resolutions. Along the lines of legislation, Irvis collected information on Pennsylvania specific issues including Home Rule and the potential increase of the personal property tax; as well as how both issues adversely affected constituents.

The subseries also contains materials Irvis accumulated during his routine work day. These materials include House memorandums, yearly calendars, and staff communications. In relation to his legislative career, Irvis went on several trips which are documented in this subseries. This subseries is arranged alphabetically by subject.

Subseries 10. Bidwell Training Center, 1978-2005

Scope and Content Notes:

The Bidwell Cultural and Training Center was established in 1968 by the Bidwell Street Presbyterian Church and the Manchester Community as a response to the riots of the 1960s and lack of jobs for minorities. By 1972, the Bidwell Cultural and Training Center hired William Strickland, Jr. to lead the Center. Strickland urged the creation of a “unique learning environment serving the needs of the community and providing educational opportunities to anyone who aspired to positively change their lives.” By the 1980s, the Center formally changed its name to the Bidwell Training Center and came to operate as it does today, providing education in the high tech and medical industries as well as the horticulture industry. Irvis took great interest in the original creation of the BTC and acted as an investor. In turn, he was placed on the Board. As a Board member, Irvis collected various agendas, correspondence, memorandums, and event information. This subseries is arranged alphabetically by subject.

Scope and Content Notes:

Irvis took a huge interest in education, having pursued a profession as a teacher before getting into politics. He was responsible for passing educational reforms during his term in the Pennsylvania House, notably the creation of the state’s community college system and the Pennsylvania Higher Education Assistance Agency, which helped encourage and enable more students to pursue degrees beyond their high school diplomas. The material in this subseries includes information relating to this legislation, as well as research about educational issues. This subseries is arranged alphabetically by subject.

Scope and Content Notes:

The Pittsburgh Voyager was a project founded in 1991 by a group of parents who desired to use the rivers of Pittsburgh as a teaching tool, an “experimental classroom to get children excited about science, mathematics, and learning." Irvis was involved in the development of the project, which led to his collection of correspondence, meeting minutes, and foundation materials. The physical vessel is currently operating as the Riverquest, which began in 2006, where it continues the educational mission of the original Pittsburgh Voyager. Subseries 13. African American Interests, 1933-2005

Scope and Content Notes:

Irvis' interest in African American affairs began early upon his arrival in Pittsburgh in the 1940s. During this time, Irvis joined the Urban League of Pittsburgh and took part in demonstrations against discrimination in Pittsburgh department stores. The African American Interests subseries documents Irvis' involvement with organizations and the African American community. Irvis was involved with a number of organizations including the Afro-American Historical and Cultural Museum, the American Foundation for Negro Affairs, the Black Elected Officials Summit, the NAACP, the National Black Caucus of State Legislatures, the Pennsylvania Black Conference on Higher Education, the Pennsylvania Legislative Black Caucus, and the University of Pittsburgh as each corresponded to issues pertinent to the African American Community. Irvis’ membership within these organizations has produced event and conference information, pamphlets, organization literature, news clippings, publications and flyers. Scope and Content Notes:

As a Democratic member of the Pennsylvania House of Representatives, Irvis found himself highly involved with the Democratic Party. His involvement garnished correspondence, newsletters, and publications from the party as well as the Democratic National Committee. Since Irvis was highly involved with the DNC, he often served as a delegate at the Democratic National Convention. The materials which pertain to the national conventions are packets, periodicals, brochures, and convention memorabilia. This subseries is arranged alphabetically by subject.

Scope and Content Notes:

Irvis was awarded or honored by several institutions throughout his lifetime. These awards and honorary degrees were bestowed upon him by a wide variety of academic institutions ranging from high schools to universities. Irvis was also honored by institutional organizations such as the NAACP, the Pennsylvania Black Conference on Higher Education, the Sickle Cell Society, the Supreme Court of Pennsylvania, and the Hill House Assocation, among various others. Scope and Content Notes:

The material in the Realia subseries was mainly collected by Irvis over the duration of his life. Much of the memorabilia reflects activities or events that he participated in or was honored at. Some of these items include invitations, guest passes, plaques, and medallions. In addition, a large portion of the memorabilia is representative to Irvis' career as a member of the Pennsylvania House of Representatives.
